Fixes #14785

With a `.netrc` entry for `github.com` (e.g. Bitrise's git-clone step) and a lockfile `url_api`, mise's reachability HEAD on the browser download URL carried Basic auth. github.com then redirects to a presigned URL that returns 401 for HEAD, so mise treated the asset as unreachable and fell back to an anonymous `api.github.com` download, which 403s on shared CI IPs.

The reachability probe now sends HEAD without `.netrc` credentials, so it behaves the same as with no `.netrc` and downloads from the browser URL.

I did not add an e2e/unit test; verified that it compiles and passes clippy.

Note

Medium Risk
Changes HTTP credential application for a specific HEAD path; behavior for normal GET/downloads and URL-replacement mirrors is intentionally preserved but touches shared retry/netrc logic.

Overview
Fixes GitHub release asset URL selection when a .netrc entry supplies credentials for github.com (common on CI). The reachability HEAD on the browser download URL no longer sends those netrc credentials, so GitHub does not redirect to a presigned URL that fails HEAD and mis-reports the asset as unreachable.

HTTP.head_without_netrc implements this via a netrc_replacement_only retry/send option: netrc is skipped for the original host but still applies after a URL replacement moves the request to another host (private mirror auth unchanged). pick_reachable_asset_url now uses that helper instead of HTTP.head.

Summary by CodeRabbit

  • Bug Fixes
    • Asset availability checks now avoid sending netrc credentials when probing browser-facing download URLs.
    • Retry behavior remains consistent for standard network requests, while credential-free checks continue to support fallback handling and clear errors.
    • Offline mode is now correctly rejected for credential-free reachability checks, preventing misleading availability results.
    • Download URL checks continue to detect available assets and handle alternate URLs as expected.

📝 Walkthrough

The HTTP client adds a retried HEAD method that restricts netrc credentials to replacement hosts. GitHub asset reachability uses this method. Existing retry paths retain their prior netrc behavior.

Explanation

Issue #14785 requires the browser URL reachability HEAD to omit .netrc credentials. pick_reachable_asset_url now calls HTTP.head_without_netrc. The new HTTP path skips .netrc for the original host and preserves .netrc after a URL replacement changes the host. Existing HTTP paths retain their prior .netrc behavior. The issue does not require an automated test.

Full details: Out of Scope Changes check

Explanation

The changes are limited to the GitHub reachability call and the HTTP retry state needed to control .netrc application. The retry-state change supports the requested behavior and preserves credentials for replacement hosts. No unrelated change is shown.

credentials remain enabled when URL replacement changes the request host, while
still disabling credentials for the original github.com probe. Derive the
new_retry_state argument from whether the replacement host differs from the
original host, preserving existing fallback behavior for failed HEAD requests.
