[High impact] The production Windows release path now depends on SignPath signing. The PR needs the previously reported runner issue addressed before merging.

Tag runs retain unsupported runners
Moving only the Windows builds does not meet the stated SignPath requirement that every job in the signed run use GitHub-hosted runners. On tag pushes, build-tarball-linux still selects namespace-profile-endev-linux-amd64-xlarge, and build-tarball-macos selects namespace-profile-endev-macos-arm64. Both run alongside the new signing job, so the signed release run still violates the requirement this change is meant to satisfy.
Move those tag builds to GitHub-hosted runners too, or separate Windows signing into a run that meets the requirement.

job, preserving its existing contents: read permission so the SignPath signing
action can inspect job details and download the uploaded artifact.
- Line 328: Restrict the Windows ZIP copy source in the release workflow to the
final tarball artifact. Update the cp command associated with the
unsigned-tarball artifact naming context to read from artifacts/tarball-* so
duplicate unsigned and signpath artifacts cannot match.
- Line 299: Before tag releases, verify whether the active SignPath policy
requires GitHub-hosted runners; if it does, update the tag-run runner
assignments for build-tarball-linux and the macOS build to use GitHub-hosted
runners or an approved workflow structure.
- Line 365: Update the SignPath action configuration near wait-for-completion to
allow a pending signing request more than 10 minutes to complete, and increase
the sign-windows job timeout accordingly while keeping it within the workflow’s
practical limits. Do not assume every release requires manual approval.

site:docs.signpath.io trusted build systems GitHub required_github_hosted all jobs signing request
💡 Result:
`required_github_hosted: true` is a **GitHub build policy** setting. SignPath says it ensures **all jobs in the workflow** run on GitHub-hosted runners; the docs’ example places it under `github-build-policies.runners`. ([docs.signpath.io](https://docs.signpath.io/trusted-build-systems/github?utm_source=openai))
The docs separately say that, for **Open Source Code Signing**, all workflow jobs leading up to the signing request must run on GitHub-hosted agents. So the policy enforces that runner requirement; it doesn’t itself submit a signing request. ([docs.signpath.io](https://docs.signpath.io/trusted-build-systems/github?utm_source=openai))
Example:
```yaml
github-build-policies:
version: '1.0'
runners:
required_github_hosted: true
```

- 2: https://docs.signpath.io/trusted-build-systems/github?utm_source=openai
Account for non-hosted runners in the SignPath policy.
On tag runs, build-tarball-linux uses namespace-profile-endev-linux-amd64-xlarge. The macOS build also uses a Namespace runner. If the active SignPath policy sets required_github_hosted: true, SignPath rejects the signing request because all workflow jobs must use GitHub-hosted runners. Before the first tag run, confirm the policy. If enabled, move the non-hosted tag jobs to GitHub-hosted runners or use an approved workflow structure.

site:docs.signpath.io trusted build systems GitHub actions read contents read submit signing request github action
💡 Result:
For a **private GitHub repository** where workflow permissions are at GitHub’s default (“Read repository contents and packages”) and the SignPath GitHub App isn’t installed, SignPath says to add:
```yaml
permissions:
actions: read
contents: read
```
The `signpath/github-action-submit-signing-request` action submits the signing request. Its `github-token` is used to read job details and download the artifact, and requires `actions: read` and `contents: read`. ([docs.signpath.io](https://docs.signpath.io/trusted-build-systems/github?utm_source=openai))
The docs’ `read` permissions snippet is conditional on those three circumstances; it does **not** say that `contents: read` grants permission to submit the signing request. Submission uses the separate SignPath `api-token`, which must belong to a user with submitter permissions for the project/signing policy. ([docs.signpath.io](https://docs.signpath.io/trusted-build-systems/github?utm_source=openai))

Grant the signing job the read permissions required by SignPath.
The workflow grants only contents: read. The SignPath action also requires actions: read to inspect job details and download the uploaded artifact.

No series appears on both sides: either the base has no measurements recorded, or the two were measured on different runner classes, which are deliberately not comparable — counts shift between machine types by more than a real regression does. New, nothing to compare against: Only instruction counts gate. Wall clock is shown for context — on identical hardware it moves 4-20% run to run. Windows releases of mise are currently unsigned, so SmartScreen and antivirus tools flag
mise.exeandmise-shim.exe. mise was accepted into the SignPath Foundation program; this wires its Authenticode signing into the release workflow.On
v*tag runs, a newsign-windowsjob takes each Windows zip (x64 and arm64), has SignPath signmise.exeandmise-shim.exeinside it, and republishes the signed zip astarball-<target>, so downstream release jobs are unchanged. Release PR dry runs skip signing and pass the unsigned zip through..signpath/artifact-configuration.xmlis the config to paste into the SignPath project.SIGNPATH_SIGNING_POLICY, falling back torelease-signing. It is set totest-signing(self-signed certificate) until SignPath imports the production certificate; delete the variable then.WINDOWS_RELEASE_SELF_HOSTED/jdx-win-release-v1are no longer used.SIGNPATH_API_TOKENsecret andSIGNPATH_ORGANIZATION_IDvariable (both set).Not yet exercised: signing only runs on a tag, so the first release is the real test.

Note
Medium Risk
Changes the release supply chain for Windows (new external signing step and runner selection on tags); misconfiguration of SignPath secrets or artifact naming could block or ship unsigned releases.
Overview
Adds SignPath Foundation Authenticode signing for Windows release zips on
v*tag runs, so publishedmise.exeandmise-shim.exeare signed. Release PR dry runs still ship unsigned zips with the same artifact names thereleasejob already expects.The Windows build job now uploads
unsigned-tarball-*artifacts (zips renamed with anunsigned-prefix). A newsign-windowsjob (x64 + arm64) downloads those zips, submits them to SignPath only on tags (with up to 1h wait for policy approval), then re-uploadstarball-<target>with the final zip names. Thereleasejob depends onsign-windowsinstead of the raw Windows build.Runner policy changes: tag/manual release x64 builds always use GitHub-hosted runners (SignPath requires hosted jobs in signed runs). The trusted self-hosted x64 path remains only for in-repo release PR dry runs when
WINDOWS_SELF_HOSTED=true.WINDOWS_RELEASE_SELF_HOSTED/jdx-win-release-v1are dropped.Adds
.signpath/artifact-configuration.xmldescribing which PE files inside the nested zip layout SignPath should sign (for pasting into the SignPath project).Reviewed by Cursor Bugbot for commit 809cf30. Bugbot is set up for automated code reviews on this repo. Configure here.
