What does this PR do?
This is a responsibility and ownership guide, not a list of features excluded from the technical preview. It does not rule out Grid capabilities such as agent-tool routing (#189), pressure-weighted placement (#236), no-route revisions (#270), operator-managed Secret mounts (#272), OpenShift Route service-CA support (#264), OpenTelemetry export (#271), or the fleet dashboard (#279). Availability still depends on the build and qualification of each capability.
