Summary

Wire AgentToolProvider resources into the SWIM/CRDT gossip broadcast and routing overlay rendering pipeline so that MCP tool servers participate in Grid's multi-site routing - closing the gap where AgentToolProvider was reconciled but never surfaced as routable candidates.

What changed

  • CRDT ProviderState (crdt/src/grid_state.rs): the existing tools: Vec<String> field is now populated during SWIM broadcast. Added 3 serde round-trip tests (JSON, bincode, backward compat).

  • Grid network controller (operator/src/controller/grid_network.rs): tool_provider_state_from_kube() converts a local AgentToolProvider into a ProviderState for CRDT broadcast, preferring status.discoveredTools over spec.tools[].name. upsert_provider_states() now registers tool capabilities alongside model capabilities. Added 7 unit tests.

  • Routing overlay (operator/src/resources/routing_overlay.rs):

    • Extracted collect_tool_candidates() to mirror collect_candidates() for inference providers - handles network filtering, access policy evaluation, and delegates to candidates_from_tool_provider().
    • candidates_from_tool_provider() now uses the shared bare_candidate() helper, reducing duplication.
    • remote_crdt_provider_to_candidates() emits mcp_tool candidates for each tool in a remote CRDT provider's tools list.
    • Removed 3 clippy lint suppressions (too_many_lines x2, cognitive_complexity x1).
    • Added 23 unit tests covering CRDT tool emission, local tool provider rendering, access policy enforcement, site selector matching, and full pipeline integration.
  • E2e convergence test (xtask/): extended verify-agenttoolprovider-convergence with a new step 6 that waits for the routing overlay ConfigMap and verifies it contains the expected mcp_tool candidates. The GridNetwork fixture now includes a gatewayRef to trigger overlay rendering. Added verify_tool_provider_overlay() helper and cleanup for the overlay ConfigMap.

Test coverage: 33 new unit tests + e2e overlay check

Area Tests What they cover
CRDT serde 3 JSON/bincode round-trip, backward compat for tools field
Grid network controller 7 tool_provider_state_from_kube (spec vs discovered tools, revision, routing cluster, capabilities)
Routing overlay 23 CRDT tool candidates, local tool candidates, access policy, site selector, network filtering, full pipeline, bare_candidate helper
E2e (xtask) 1 step Overlay ConfigMap contains mcp_tool candidates from live mock MCP server

Summary by CodeRabbit

  • New Features

    • Grid networks can discover and publish MCP tool routing candidates, filtered by availability, access policies, and configured tool allowlists.
    • Provider updates are scoped to their network, so authoritative updates can withdraw outdated routes without affecting other networks.
    • Deleting a grid network withdraws its published routes.
  • Bug Fixes

    • Empty routing updates now publish an explicit no-route state. Generated consumer configuration is removed when no inference candidates remain.
    • Consumer configuration uses inference candidates only; MCP tool execution requires a separately configured MCP-capable pipeline.
    • State broadcasts respect packet-size limits to help prevent oversized updates from disrupting delivery.
  • Documentation

    • Cloud-burst guidance clarifies that validated transitions use hard or group fallback, not gradual percentage-based bursting.

Thanks @liavweiss!: for wiring tool providers through the overlay and SWIM path. I found two issues I think should be addressed before merge, plus one propagation improvement that could be a follow-up:

  1. SWIM wire compatibility: ProviderState.tools is inserted into the bincode-serialized base snapshot. Unlike JSON, bincode is positional, so #[serde(default)] does not preserve decoding between old and new layouts during a rolling upgrade. Could tool data go into a versioned trailing extension (as capacity weights do), with an old/new wire compatibility test?

  2. Provider identity collision: An InferenceProvider and AgentToolProvider can have the same name, but the CRDT key uses only network/site/provider name. One record can then displace the other, losing remote model or tool candidates. Could the CRDT identity distinguish the resource kinds, with a same-name regression test?

Optional: The GridNetwork controller does not watch AgentToolProvider events, so changes are published only on its periodic requeue. A mapped watch would make those updates prompt. If that delay is acceptable for now, a follow-up issue would be fine.

📝 Walkthrough

Walkthrough

This change distributes discovered MCP tool names through provider state and SWIM, adds local and remote mcp_tool routing candidates, and updates empty-route handling. Consumer configuration continues to project only inference candidates. Documentation and environment checks describe and verify these paths.

Merge Risk: 🟡 Moderate · up to 2e303

Under failure and deletion-edge conditions, provider state may remain stale, updates may not propagate, or GridNetwork deletion may remain blocked. These risks should be addressed before merge.

Security Architecture Review

Security architecture risk: 🟡 Moderate · up to 2e303

Tool discovery remains separate from tool execution, and the inspected routing paths retain network filtering and consumer access checks. However, failures and queued updates can leave independently retained routing scopes alive after their owning resource is deleted. This creates material cleanup and control-drift risk across participating sites, without demonstrating credential disclosure or a new privilege-escalation path.

Retained concerns

  • Medium · reliability · inferred: A successful withdrawal is not a stable terminal state. Normal broadcasts and withdrawals use separate receive branches; successful withdrawal removes the pending guard before acknowledging completion. A pre-deletion provider broadcast still queued for that scope can subsequently receive a newer transport revision, restore retained state, and enter periodic anti-entropy. Deleting reconciles correctly skip normal publication, but that does not invalidate already queued work. Compared with the base's single retained snapshot, independent per-scope retention means another live network's publication no longer supersedes the resurrected scope. Remote candidates may persist where site eligibility and consumer policy still permit them, undermining routing cleanup rather than establishing unauthorized MCP execution.
  • Medium · reliability · inferred: When both spec and status lack a grid ID, reconciliation generates a UUID and submits provider state before persisting the UUID in status. If publication is accepted but the status write fails, a retry can generate a different scope, while deletion without a persisted ID removes the finalizer without withdrawal. The publish-before-persist ordering predates this PR, but independently retaining every scope materially worsens its consequences: previously generated scopes can remain eligible for repeated publication instead of being replaced by the next local snapshot. This can strand inference and newly distributed tool metadata beyond the owning resource's lifecycle.
Security review details

Security Blast Radius

  • inferred — The new exposure is cross-site tool metadata and routing-state lifecycle, not a new executable tool authority. Gossip participants may receive catalogs before consumer-specific access filtering; those checks constrain candidate use rather than establishing metadata confidentiality. Retained-state gaps affect the corresponding origin and network records and consumers that remain eligible to use them, not an independently demonstrated cross-tenant or arbitrary-service compromise.

Security Findings and Attack Paths

  • inferred — The supported failure path is stale authorized-origin routing state surviving resource cleanup through queued publication or an orphaned scope. Authentication of the publisher alone cannot correct obsolete lifecycle state. Actual request execution still depends on an existing data-plane configuration and its controls; no credential disclosure, automatic MCP execution, or privilege gain was established.

Trust Boundaries and Controls

  • observed — Restricted local and remote providers fail closed when consumer identity is unknown, and mismatched consumer labels suppress their candidates. Generated routing, credential injection, and load-balancer configuration all use only inference-model candidates. An MCP-capable execution pipeline must be separately supplied.
  • observed — The receiver invokes pinned-signature verification before accepting broadcast state. Normal reconciliation also applies a configured SWIM encryption key before certificate or provider sends and fails reconciliation if that key cannot be loaded. These are configuration-dependent controls, not evidence that every deployment uses authenticated and encrypted gossip.

Resilience and Maintainability Implications

  • observed — After successful local withdrawal publication, the inspected runtime removes both pending withdrawal and retained scope entries; its periodic repair loop only republishes remaining retained entries. The application-level maps start empty on runtime startup. The inspected path therefore provides no retained completed tombstone for later repair, although transport-level delivery and deployed recovery behavior were not fully established.

Hardening Proposals

  • proposed — Persist a stable scope identity before its first externally visible publication, and retain enough ownership information to withdraw prior scopes after failed status writes or identity changes.
  • proposed — Fence completed withdrawals against older queued publications using resource identity or a lifecycle epoch, and define retained tombstone repair and retirement semantics for interruption, restart, and late-peer recovery.

Explanation

For [#187], the PR broadcasts tool names, renders local and remote mcp_tool candidates, and tests the overlay ConfigMap. The broadcast carries tool names, not credentials. However, docs/routing.md states that the operator does not install an MCP data-plane configuration. The e2e check verifies overlay contents only. The required intelligent_route tools/call round trip and receiving-gateway forwarding remain unmet. The available evidence also does not establish that remote candidates require an Active GridSite phase.

Resolution

Implement and add automated end-to-end coverage for tools/call routing through intelligent_route to the hosting site, including forwarding at the receiving gateway. Provide code and test evidence that remote tool candidates are excluded unless their GridSite phase is Active; implement that gate if it is absent.

operator/src/controller/grid_network.rs:1163-1165
🗄️ Data Integrity & Integration | 🟠 Major | ⚡ Quick win

Publish provider state only under a persisted grid ID.

grid_id comes from resolve_grid_id. That function returns a new UUID when neither spec.gridId nor status.gridId is set. publish_real_provider_state runs before update_status persists the ID.

If update_status fails, each retry creates another UUID. Each UUID is now a separate key in RetainedStateBroadcasts. Before this change there was one retained entry, so a new publish replaced the old one. Now each orphaned UUID scope is republished for as long as the runtime runs.

Deletion cannot clean these scopes. reconcile_deleting_grid_network withdraws only persisted_grid_id(network), so UUID scopes that were never persisted stay with peers.

Skip SWIM publication until a persisted ID exists. update_status persists the ID in the same reconcile, so the next reconcile publishes under a stable scope.

Release the finalizer when the SWIM runtime has stopped; otherwise deletion retries forever.

ctx.swim() keeps returning the handle after the runtime task exits. In that state:

  • withdraw_scope returns ChannelClosed, or
  • the receipt resolves as Ok(Err(_)).

Both branches requeue every 5 seconds. Nothing in this lifecycle ends that loop, so GridNetwork deletion stays blocked until the operator restarts.

A stopped runtime publishes nothing more. The retained state is gone with the task, and peers evict the origin when the member goes down. Check swim.is_running() before queueing. If it returns false, remove the finalizer, as the ctx.swim() == None branch already does.

🐛 Proposed fix
     let Some(swim) = ctx.swim() else {
         tracing::info!(network = name, "SWIM is disabled; removing withdrawal finalizer");
         patch_withdrawal_finalizer(network, &ctx.client, false).await?;

Check `swim.is_running()` before calling `withdraw_scope`; when the SWIM runtime
has stopped, remove the GridNetwork withdrawal finalizer with
`patch_withdrawal_finalizer` and return `Action::await_change()` instead of
requeueing. Keep the existing withdrawal flow for a running runtime.

Do not delete a required consumer ConfigMap.

When the overlay has no inference_model candidates, this code deletes the existing consumer ConfigMap. The consumer Deployment mounts that ConfigMap without optional: true. A new or restarted pod can therefore remain pending until the ConfigMap is recreated.

Keep the ConfigMap present and apply a valid no-route configuration, or ensure the consumer Deployment and gateway explicitly support a missing configuration file.

Update render_consumer_config_or_remove so NoInferenceCandidates does not delete
the consumer ConfigMap mounted by the Deployment; instead, keep it present with
a valid no-route configuration, or ensure the consumer Deployment and gateway
can safely operate without the configuration file.

Give the telemetry test an inference candidate and matching endpoints.

generate_consumer_praxis_config_with_telemetry returns NoInferenceCandidates before telemetry validation when the overlay has no inference candidates. The test then aborts on the first renderer call. The invalid sampling-rate loop also reports the wrong error.

Update the telemetry test for generate_consumer_praxis_config_with_telemetry to
provide an overlay with an inference candidate and matching endpoint coverage on
each renderer call, including invalid sampling-rate cases, so the test reaches
telemetry validation and checks the intended error.

🗄️ Data Integrity & Integration | 🟠 Major | 🏗️ Heavy lift

Order withdrawals and state broadcasts on one channel; a queued stale broadcast can bring back a withdrawn scope.

Provider state arrives on broadcast_rx. Withdrawals arrive on withdraw_rx. tokio::select! polls ready branches in random order unless biased; is set. That does not keep the order in which the controller sent the messages.

Here is the failing sequence:

  1. A normal reconcile sends scoped provider state with try_send to broadcast_tx.
  2. The GridNetwork is deleted. The deletion reconcile sends WithdrawalRequest to withdraw_tx.
  3. Both messages wait in their channels while the loop is busy. select! then picks the withdrawal first.
  4. publish_pending_withdrawals publishes the empty snapshot and removes the pending_withdrawals entry. The controller receives the receipt and removes the finalizer.
  5. The loop then takes the older provider broadcast. The pending_withdrawals.contains_key guard at Lines 1497-1504 no longer matches. update_retained_state stores the scope again and publishes it.

After step 5, the deleted network's providers and mcp_tool state go out again. The repair pass republishes them every STATE_REPUBLISH_INTERVAL. The GridNetwork no longer exists, so no reconcile will withdraw the scope again. This lasts until the operator restarts.

Send both message types through one FIFO channel, for example enum RuntimeCommand { State(StateBroadcast), Withdraw(WithdrawalRequest) }. Then a withdrawal always runs after every state update the controller sent before it. Add a runtime test that queues a scoped state broadcast and then a withdrawal before the loop runs. Assert that the scope is not retained afterwards.

Review comment at @operator/src/swim_runtime.rs around lines 1557 - 1572:
Route provider state broadcasts and withdrawal requests through one FIFO runtime
command channel so a withdrawal is processed after all earlier state updates.
Update the runtime receive loop and the existing
`queue_withdrawal`/`publish_pending_withdrawals` flow to handle both command
types; add a runtime test that queues scoped state followed by its withdrawal
before processing and verifies the scope is not retained.
