feat(operator): operator config driven enrollment and cert rotation - #429
Site enrollment and identity renewal now read their settings from the operator's own config, a ConfigMap in the operator namespace that names Secrets and never holds a credential. The operator watches it through the API, so an edit applies without a restart. The operator reports on this cluster's GridNetwork, and every GridSite, its own included, carries only the peer roll-up.
With the enrollment service, the operator enrolls with the invite and renews through the signer:
With cert-manager, the site section names only the site. cert-manager issues and renews grid-site-identity, and the operator checks the certificate and reports on it:
The Certificate cert-manager uses is under Motivation.
Motivation
Enrollment was configured from the operator Deployment's environment, which a platform install cannot set. The values also describe the site, not the install. An earlier revision of this PR put them on the own GridSite as spec.local. That puts local Secret references on a record every cluster keeps a copy of. It also puts a second writer on a spec the operator owns. The operator's config is the one place that is this operator's or this site's own. Grid-wide settings stay on the GridNetwork, and credentials stay in Secrets.
An identity written by something other than the operator needs no extra setting. A site section that sets only a name, with no signerEndpoint or inviteSecretRef, makes the operator enroll and renew nothing. The operator then reads whatever certificate is in grid-site-identity, for example one that cert-manager writes from a central CA under ACM.
RotationOnSchedule then judges the certificate itself. It is True RotationOnSchedule until the last third of the lifetime, the message naming the Certificate that renews it. It turns False RotationOverdue, which raises Degraded, only if the certificate is still not replaced 15 minutes after that point, the grace an annotated cert-manager Certificate gets, since its default renewBefore of a third is the same point.
For example, a cert-manager Certificate that writes the site identity. The operator requires exactly one SPIFFE URI naming the site, the DNS name .grid.internal and the organization set to the site name. The leaf must not be a CA, and the CA that GridNetwork tls.caSecretRef names must issue it directly.
cert-manager annotates the Secret with cert-manager.io/certificate-name, so RotationOnSchedule names this Certificate as the renewer.
What changed
Operator config: ConfigMap grid-operator-config, key config.yaml, renamed with --operator-config or GRID_OPERATOR_CONFIG. Plain YAML with an optional version: 1 and no apiVersion or kind. Every section is optional. An unknown key inside a section refuses the whole document. An unknown top-level section is ignored with an OperatorConfigSectionIgnored Warning Event and the grid_operator_config_ignored_sections gauge, so an operator older than a new section keeps running through a rollout. This PR adds the site section: name, signerEndpoint {url, caBundleRef, gridCaBundleRef, rotation} and inviteSecretRef. The rules the CRD held in CEL now run in the parser, with the same messages: url is an https base URL with a numeric port, no credentials, query or fragment, and not a host under grid.internal. An invite needs a caBundleRef. A bundle must be a Secret carrying grid.praxis.fast/signer-bundle=true, and the invite must carry grid.praxis.fast/site=<site.name>.
Own site: enrollment and renewal never wait for or write a GridSite. site.name is matched against the identity, and enrollment waits only for the sole GridNetwork, recording an AwaitingGridNetwork Event on the ConfigMap meanwhile (MoreThanOneGridNetwork when there are several). The operator still creates this site's GridNetwork and GridSite from the identity when none exists, and never overwrites one something else declared. DuplicateLocalSite, NotLocalSite and LocalSiteDeclared are gone.
Enrollment keeps its request and key in a Secret beside the identity, -pending, before sending, and the issued certificate there before the identity is written. A restart or a lost answer resends the same request, or stores the kept certificate without asking again. The Secret is cleared by patch once the identity is stored. A token refused after an unanswered request reads InviteMaybeSpent, saying a new invite may be needed. The Secret is created by enrollment and records the site name, grid CA digest and invite digest. One enrollment did not write is refused as PendingSecretForeign, and a request kept for another site, grid CA or invite, with a key not its own, or with an expired kept certificate is discarded.
Enrollment runs at startup, on each identity poll and at once on a config edit. A refusal the same inputs cannot fix is not resent until the site section, the invite or a bundle changes. A 5xx, a 408 or a lost answer retries. A site whose identity is gone while an invite for it is present stands down, so its restart enrolls.
Renewal gives up its request to the signer at stand-down, finishing only an identity write or gateway roll under way. A 401 identity_required, when TLS ends before the signer, reads RotationOnSchedule False RenewalNeedsPassthrough. A signer serving an expired or not yet valid certificate reads SignerLapsed.
Renewal reads the signer from the config each round. Enabled under pin peer trust is Accepted False RotationUnsupportedUnderPinTrust and holds renewal back.
Signer guard: whoever can edit ConfigMaps in the operator namespace could otherwise repoint the signer URL and pin a ConfigMap bundle of their own. Two changes close it. Bundles are Secrets only. GRID_SIGNER_HOSTS (--signer-hosts, the chart's enrollment.signerHosts, defaulting to the host of enrollment.url) fixes the signer hosts outside the config, and the operator warns at startup when it is unset. Renewal trusts the held grid CA and the caBundleRef bundle, so a signer serving a certificate from another CA renews, and a signer neither trusts is RotationOnSchedule False SignerUntrusted. operations.md lists ConfigMap write in the operator namespace as operator-level access. The operator reads its config through a Role in its namespace that names the ConfigMap and grants only get, list and watch, so the resources ClusterRole no longer grants ConfigMap list or watch anywhere.
Status on the GridNetwork, one field manager per condition type: Accepted, ResolvedRefs, Enrolled, IdentityValid and RotationOnSchedule, written in every mode. Accepted is one verdict both the enrollment step and the renewal loop compute. The GridNetwork controller alone writes Available, Progressing and Degraded, under grid-operator-rollup: Available gates on those four conditions, one not written yet reading Unknown, Degraded copies a RotationOnSchedule that is False, and Progressing is True Enrolling or Retrying only as Enrolled says. observedGeneration is stamped only on Enrolled and IdentityValid. A True reason is the type name. IdentityValid also requires the grid CA held issued the leaf, it names this site with the DNS name .grid.internal and organization the site, and tls.key is its key. status.identity is gone: the IdentityValid message leads with the expiry and the fingerprint.
IdentityValid is True only for a current certificate the held grid CA issued, naming this site, with tls.key its key. Otherwise it is False CertificateUntrusted, CertificateNameMismatch or CertificateKeyMismatch, naming the Secret and the fix. With no signer, an identity Secret carrying cert-manager.io/certificate-name reads RotationOnSchedule True, renewed by that Certificate. Without it, the message says nothing is known to renew the identity. Only the annotation is read.
Reasons: a refused document is Accepted False OperatorConfigInvalid, the message naming the field. A site.name other than the identity's is SiteNameMismatch. Either holds enrollment and renewal back, and RotationOnSchedule reads Unknown NotEvaluated, then False RotationOverdue once renewal falls due. A True condition's reason is its type name: Accepted, ResolvedRefs, IdentityValid, RotationOnSchedule and Available.
Chart: grid-operator renders the ConfigMap from its enrollment values (operatorConfig.create, operatorConfig.name). enrollment.url is required unless enrollment.hub is set, which defaults it to the in-cluster Service enrollment.hubService names (grid-enrollment) on enrollment.hubPort (8443). rotation renders Disabled under pin peer trust and is left out under spiffe. grid-site no longer carries gridSite.local. The operator may list and watch ConfigMaps.
Signer seam: enrollment and renewal go through one Signer trait with an HTTPS implementation. The check that a leaf names this site stays outside it.
The GridNetwork controller does not self-sign while the config names this site, or is refused.
Tests: the parser has cases for every refused field, an unknown key inside a section, an ignored section, the version and the signer hosts. The watch follows an apply, a broken edit and a delete. The enrollment step and the renewal loop run against a mock API and a real TLS signer. The status harness from #433 gains own-site cases that hold invariants 1 to 8. One more runs the enrollment step beside the GridSite controller and asserts the own roll-up has exactly one manager. They cover a site awaiting an invite, one holding an identity, the identity deleted, no signer, and a signer answering 408. The kind hub-site job names the signer through the chart values, requires Enrolled Issued, and checks the declared rotation and the conditions it implies in each trust mode.

Retain bundle resource versions for failed reads.
Read::version() returns None for every Read::Missing result, even when the referenced Secret or ConfigMap exists. If that object changes but still lacks the required key, label, or valid UTF-8, Inputs.versions remains unchanged and self.failed == inputs suppresses the retry. Carry the object resource version through failed bundle reads so the documented resource-version change triggers a retry.

feat(operator): enroll and renew through the local GridSite
feat(operator)!: enroll and renew this cluster's own site through the operator config
Oct 27, 2026
… operator config
Enrollment and renewal were configured from the operator Deployment's
environment. A platform install cannot set environment, and the values
describe the site, not the install. They move to the operator's own
config: one ConfigMap in its namespace, grid-operator-config unless
--operator-config (GRID_OPERATOR_CONFIG) names another, key config.yaml.
The operator reads it through the API and watches it, so an edit applies
without a restart. It holds only this operator's or this site's settings.
Grid-wide settings stay on the GridNetwork, and credentials stay in the
Secrets it names.
Every section is optional, and an unknown key at any level refuses the
whole document. The site section carries name, signerEndpoint {url,
caBundleRef, gridCaBundleRef, rotation} and inviteSecretRef. url is an
https base URL with no query or fragment, a numeric port and no
credentials, and not a host under grid.internal, where site certificates
live. Bundles must carry grid.praxis.fast/signer-bundle=true and the
invite grid.praxis.fast/site. rotation is Enabled by default, and Disabled
uses the signer to enroll only.
The own GridSite carries no local config: it is the GridSite named
site.name, and once the site has an identity, the one the identity names.
Until it exists nothing is sent, and an Event on the ConfigMap says why. A
refused document is Accepted False OperatorConfigInvalid with the field at
fault, and a site.name other than the identity's is SiteNameMismatch.
Neither enrolls or renews. Enrollment runs at startup, on each identity
poll and on each edit, never resends a definitive refusal until an input
changes, and retries what may succeed unchanged: a lost or 5xx answer, a
store failure, a signer certificate outside its validity window. Renewal
reads the signer from the config each round. Enabled under pin peer trust
is Accepted False RotationUnsupportedUnderPinTrust and holds renewal back.
A site whose identity is gone while an invite for it is present stands
down, so its restart enrolls.
Conditions are the contract on the own site, one field manager per type:
Accepted, ResolvedRefs, Enrolled, IdentityValid and RotationOnSchedule.
The roll-up stays the GridSite controller's, grid-operator-site: on the
own site it gates on the first four in that order instead of Connected,
Degraded copies a RotationOnSchedule that is False, and Progressing is
True Enrolling while a request is sent and True Retrying across polls
while a failure is retried, so lastTransitionTime moves only when the
state does. A refused config reads RotationOnSchedule Unknown
NotEvaluated, then False RotationOverdue once renewal falls due. A True
condition's reason is its type name. The status harness drives the
enrollment step and the renewal loop over the own site. The GridNetwork
controller does not self-sign while the config names this site.
Enrollment and renewal go through one Signer trait with an HTTPS
implementation. The check that a leaf names this site stays outside it.

grid-operator renders the ConfigMap grid-operator-config
(operatorConfig.create, operatorConfig.name) and names it to the operator
in GRID_OPERATOR_CONFIG. Its site section comes from the enrollment
values. enrollment.url defaults to the in-cluster grid-enrollment Service,
so a hub declares its signer with no values, and a hub with only
enrollment.url renews pinned to the grid CA it holds. rotation renders
Disabled under pin peer trust unless the value is set, and is left out
under spiffe, so a default join under pin does not start Accepted False.
The operator may list and watch ConfigMaps. The gateway roll grant is
unconditional, since any identified site renews.

… and reads status
The hub and the site name the signer through the grid-operator chart's
enrollment values. The flow requires Enrolled Issued, so a Secret another
writer left cannot pass as enrolled, allows one clean operator restart
onto the identity, and asserts the declared site.signerEndpoint.rotation
and the conditions it implies in each trust mode.

The installation and architecture docs describe the operator config, its
validation, the own-site conditions and their reasons, the identity
Secret keys as the contract any writer follows, and the RBAC inventory
with the named gateway Deployment grant and the ConfigMap watch.

…ssl backend does
cert-manager writes an ECDSA key as SEC1 (EC PRIVATE KEY) by default. The rcgen backend
read keys through KeyPair::from_pem, which takes PKCS#8 only, so key_spki_der returned
None and key_matches_cert called a correct key a mismatch: IdentityValid read False on a
valid Secret in the default build while the fips build, which reads keys through OpenSSL,
accepted it. The rcgen backend now wraps a SEC1 key into PKCS#8 first, taking the curve
from the key's own parameters, for key_spki_der and load_ca alike. The TLS loaders in the
operator and the gateway were already fine: they read keys through rustls-pki-types, which
takes SEC1. Tests run the same key as SEC1 and PKCS#8 against its certificate under both
backends, a P-384 key, a mismatched SEC1 key still refused, and a SEC1 block that is no key.

Three runtime findings: the enrollment guard is lost across restart, pending-Secret cleanup omits the type check, and the cleanup patch can modify a replacement Secret after ownership validation.
One documentation finding: the GridSite schema still describes enrollment conditions that are now written to GridNetwork.
Validation passed: five focused reproductions, 150 enrollment tests, and 20 operator-config tests. Validation used production functions with mock API/store helpers; live-cluster recovery was not exercised.
I recommend addressing the runtime findings before merging. Each inline comment describes its trigger, impact, and suggested correction.
The GridSite status doc and the module intro still said this cluster's own site carries
Accepted, ResolvedRefs, Enrolled, IdentityValid and RotationOnSchedule. Those live on the
GridNetwork since the status move; every GridSite, the own one included, carries
Connected and the Available, Progressing and Degraded roll-up. The deploy and Helm CRD
manifests are regenerated from the type.

…object is enrollment's
clear() checked the metadata alone, so a Secret of another type carrying enrollment's
labels was cleared as if enrollment had written it, while the same Secret was refused
before a request is kept there. It now fetches the object once and decides with the same
check as the stash, ours(), type included: anything else reads as foreign and is left
alone with why. The fakes now return a Secret's type as the API server does, and a
restart reads the pending enrollment, never the token.
Signed-off-by: Sam Batschelet <sbatsche@redhat.com>
…hat was judged
The cleanup patch named no resourceVersion or UID, so a Secret another writer put in
place of the pending one between the read and the write had its keys stripped. clear()
now reads the whole object once, judges it, and conditions the patch on that object's
resourceVersion and UID; a write the API server refuses, for the version, the UID or
anything else it answers, is read again and judged again within the step's budget, never
forced. The fake store gains the racing replacement and honours the UID precondition as
the API server does; the test replaces the pending Secret with another controller's
Opaque one at resourceVersion 999 and finds its keys intact.

…er a restart
The guard that a site was configured lived only in the config watch, so
a restart while the operator config was deleted and both TLS Secrets
were absent self-signed a placeholder identity. Enrollment's own pending
Secret outlives the restart, so while one exists nothing is self-signed.
Signed-off-by: Sam Batschelet <sbatsche@redhat.com>
The loop slept until the identity fell due, up to an hour, so an identity
another manager wrote, cert-manager among them, was not checked until
then. A waiting loop now reads the Secret's resource version every 30s
and checks the identity as soon as it changes.

…every round
The status message carried the raw handshake error, which names the
verification time, so SignerLapsed and SignerUntrusted rewrote the
condition every second against the same signer. The message now names
the signer and the kind of failure; the raw error is logged.

… to retry
stored() turned every error from the identity write into NotStored, which says the token
is spent, so a write the step's budget gave up on read IdentityNotStored although the
issued answer was still kept beside the identity and the next poll would store it
without asking the signer again. A Kube error now stays a Kube error, reported
StoreUnavailable and retried; only a refusal becomes NotStored. The fake store can fail
the identity creates alone, and the test gives up on the write, reads StoreUnavailable
with the answer kept, and stores it on the next poll with the signer called once.
Signed-off-by: Sam Batschelet <sbatsche@redhat.com>
…did not answer
sent() cleared the unanswered marker on every error after a resend, so a signer that
could not be reached, trusted or built against in between made a later refused token
read InviteInvalid instead of InviteRefusedAfterLostAnswer, losing the warning that the
earlier request may have spent it. Only an answer from the signer clears the marker:
TokenRejected, NameTaken, NameDeleted, Refused or InvalidResponse. The test sends,
loses the answer, meets a signer with a lapsed serving certificate, then a refused
token, and reads the refusal after the lost answer.

The gateway loads its client certificate only at start, and only this
loop's own renewal rolled it, so after cert-manager reissued the
identity the gateway kept presenting the old leaf until it expired. A
round that finds the identity renewed by its cert-manager Certificate
now rolls a gateway left behind, and a reissue (certificate-revision
past 1) is owed a roll as a renewal is; a first issuance leaves a fresh
install running.

The leg proves what praxis-proxy#429's name-only site, a cert-manager identity and Local
membership only answer together: two sites that never enrolled and never
gossiped polling each other's signals. It lived on a throwaway merge branch,
which is one deletion away from gone.
It needs both halves. This branch carries Local membership; identity.source
CertManager is on feat/site-identity-certmanager. Rather than fail in a helm
schema error that says nothing about why, the leg reads the operator chart's
values schema and refuses by name when the other half is absent.
One cluster per site, because the operator reads every GridNetwork it can see
and a second site in another namespace would hand it two grids to serve.

* feat(certs): check that a leaf names exactly one site
leaf_names_site holds a peer's certificate to the site its pin or SPIFFE
ID matched, so a leaf valid for one site cannot speak for another.
Signed-off-by: Sam Batschelet <sbatsche@redhat.com>
* feat(operator): Local membership, polling declared peers over the signals listener
Local is a membership source beside SWIM. A Local site learns its peers
from the GridSites its configuration lists and polls each one over the
mutual TLS signals listener on TCP, with SWIM off. Swim stays the
default.
- grid.membership.source Swim or Local, read from GRID_MEMBERSHIP_SOURCE.
Local needs poll signals.
- GridSite spec.signalsEndpoint, for a peer whose signals are not at the
address derived from its gateway endpoint.
- The signals listener admits a caller by the GridSite its leaf names.
Its connection cap fits the declared members, handshakes hold a share
of it, and past a source's cap the newest handshake is refused.
- Poll rounds are jittered. An unanswered peer gets a short budget, and
the full one every third miss.
- Each site serves its catalog on /v1/site/providers. Peers share the
overlay's ceiling, a peer past its share is admitted in part, and a
cluster belongs to a peer only by declaration.
- Each peer's GridSite carries SignalsReachable, after three misses in a
row, and CatalogAccepted. The GridNetwork carries their counts and
PeerMembership.
- A grid mode change restarts the operator gracefully, and a new grid CA
rebuilds the listener and the peer client.
Signed-off-by: Sam Batschelet <sbatsche@redhat.com>
* feat(chart): the membership source and the signals listener settings
The operator, site and enrollment charts carry grid.membership.source
and the signals listener settings. Under Local they render no SWIM
Service, key, seeds or names, and a peer takes an optional
signalsEndpoint.

levers when peers reach a site through an OpenShift Route that sees the

* fix(operator, chart)!: a GridSite's signalsEndpoint is an address and a server name, with no separate port
The address already carries the port, so a second port field could only
disagree with it.
Signed-off-by: Sam Batschelet <sbatsche@redhat.com>
* fix(operator)!: one reason per peer condition on the GridNetwork, PeersUnreachable and CatalogsRefused
The reason changed as the count moved, and the catalogs reason said some
when all were refused. The count is in the message.
Signed-off-by: Sam Batschelet <sbatsche@redhat.com>
* fix(operator)!: an egress-only peer reads EgressOnly and degrades nothing, and this site is never judged as its own peer
A peer with no signals endpoint read NoSignalsEndpoint and counted as
unreachable, so one egress-only member kept every other site degraded.
It now reads SignalsReachable False EgressOnly on its GridSite, outside
the GridNetwork count and the peer's Degraded. Under Local this site's
own GridSite, declaring no endpoint, was judged and counted as a peer.
Signed-off-by: Sam Batschelet <sbatsche@redhat.com>
* fix(operator)!: a peer the round had no time for keeps its verdict, and the overrun reads PollRoundOverrun on this site's GridNetwork
RoundDeadline blamed the peer for this site's scheduling: a new or
failing peer read SignalsReachable False RoundDeadline and was counted.
A skipped peer now keeps its last verdict, or AwaitingFirstCheck, and
the new GridNetwork condition PeerPollsComplete reads False
PollRoundOverrun with how many peers the round left out.
Signed-off-by: Sam Batschelet <sbatsche@redhat.com>
* fix(operator): the GridNetwork's peer conditions degrade it, after its own, and a site under Swim drops them
PeerSignalsReachable, PeerCatalogsAccepted, PeerMembership and
PeerPollsComplete were written and read by nothing. They now raise
Degraded after this site's own identity and clock inputs, never gating
Available, and a site that runs under Swim withdraws what a Local run
left.
Signed-off-by: Sam Batschelet <sbatsche@redhat.com>
* fix(operator): a GridNetwork peer condition whose write failed is written again, and a Local round with nothing to poll still reports
The poller advanced its judged state whether or not the write landed,
so an unchanged next round skipped the write and the condition stayed
stale. And a Local site whose peers had no pollable endpoint returned
before reporting, so EgressOnly never read and removing the last
endpoint left stale conditions. The round now runs empty once the peers
are read, and waits only for that input.
Signed-off-by: Sam Batschelet <sbatsche@redhat.com>
* fix(operator): a providers answer's version names the body it carries, rendered once per change and reader
The body and the version header were rendered under separate locks, so
a publish between them paired one catalog with another's version and
the peer skipped the reread. Each reader's body and its digest are now
rendered together under the catalog's lock and kept until it changes,
which also ends the render and SHA every signals answer paid for its
version header.

* docs(operator): admit() admits a peer past its share in part, not whole
Signed-off-by: Sam Batschelet <sbatsche@redhat.com>
* feat(operator): metrics for peer catalogs, reachability, listener capacity and the CA bundle
The exposition gains what the conditions and the listener already know but
did not export. grid_peer_signals_reachable follows the SignalsReachable
condition, where grid_collection_up follows the last poll and reads 0 on one
missed round the condition excuses. Peer catalog reads count by outcome, and
two gauges say whether a peer's catalog is refused or cut to its share.
Connections open, handshakes in flight, the handshake caps and the busiest
single source are read from the listener's admission at scrape time, so a
release is never missed and no address becomes a label. The CA bundle reports
when it was loaded, how many anchors it holds and when the earliest expires,
which is the rotation signal. Every series labelled peer is removed when the
peer leaves the roster.
The doc gains the rows for these and for the series it had drifted from, and
two alerts that fire at four fifths of a cap, before the listener sheds.
Signed-off-by: Sam Batschelet <sbatsche@redhat.com>
* fix(operator): wire the catalog, reachability, admission and CA metrics
The listener hands its admission to the metrics once per start, and a site
at its per-site cap is shed through shed() like every other limit, so it is
warned about at the same rate. The poller sets the reachable and refused
gauges from the judgement that writes the conditions, counts each catalog
read, and forgets the series of peers no longer polled. Admission marks the
peers cut to their share, and loading the signals TLS material records the
CA bundle.
Signed-off-by: Sam Batschelet <sbatsche@redhat.com>
* feat(chart): a rate-limited signals Route, for a grid that exposes signals through one
The membership design leans on the router's connection limits for the signals
listener, and the chart rendered no signals Route, so there was nothing to
carry them. signals.route renders one where the cluster serves Routes, with the
same rate-limit-connections annotations grid-enrollment's Route carries.
The Route is passthrough with no choice of termination, unlike the enrollment
Route. Peers authenticate with a client certificate, and a router that
terminated TLS would present its own identity and never pass theirs on, so
reencrypt would not be a weaker option here but a broken one.
The two limits sit at different layers and the docs now say so. The listener's
own per-source caps see the router as one source, so a peer set behind a Route
shares them and signals.maxHandshakesPerSource has to be sized for the set. The
router sees each peer's own address, so the limit that separates peers is the
one on the Route.
The render refuses a Route that would serve nothing, reach no Service, carry no
host, or be asked of a cluster with no Route API.
Signed-off-by: Sam Batschelet <sbatsche@redhat.com>
* test(e2e): the ACM path leg, where the membership half of it lives
The leg proves what #429's name-only site, a cert-manager identity and Local
membership only answer together: two sites that never enrolled and never
gossiped polling each other's signals.
Signed-off-by: Sam Batschelet <sbatsche@redhat.com>
* feat(chart): size the signals Route's limits for a router, and name it after the site
Three defaults a Route changes, each of which an install had to know to set.
The handshake cap rises to 32, the listener's whole share, when a Route renders.
Behind a passthrough Route every peer arrives as the router, so one source holds
the whole peer set's handshakes and a cap sized for one peer sheds the rest. An
install that sets the value keeps it.
The host defaults to <site>-signals.grid.internal, the name a peer's serverName
already follows, so a Route needs no hostname to render. It still refuses when
neither the host nor the site name is set, since the router picks this backend
by that name.
A LoadBalancer signals Service beside the Route is refused: it publishes the
listener twice, on two addresses with different limits, and the limits on the
Route then say nothing about what reaches the listener.

* feat(operator): drop a silent signals connection, and cap one quiet source separately
Behind a router the per-source handshake cap has to cover the whole peer set,
because every peer arrives as the router. That leaves the cheapest attack
untouched: open connections from one source and send nothing, and they hold the
share while proving nothing.
Two limits now, and they are deliberately separate. The handshake cap stays the
listener's share, 32, which MED-1a raises a Route's install to. A second cap
counts only connections from one source that have not spoken, at 8, a quarter of
the share, and the listener drops a connection that sends nothing for 500 ms.
Raising maxHandshakesPerSource does not raise the quiet cap, so a grid behind a
router gets the headroom it needs without giving a quiet source the same.
The quiet slot is taken on admission, since a connection has not spoken then,
and given back at its first byte, before the TLS handshake. readable() does not
consume, so the handshake still sees the ClientHello.
Through admit the quiet cap therefore binds first for a source that stays
silent, which changes a number an existing test recorded: one source used to
reach the share through admit and now reaches a quarter of it while quiet. That
test now states both facts, the quiet cap through admit and the share on the
handshake tracker itself, so neither can drift unnoticed.
The silent-client test asserted the handshake bound and now asserts the silence
bound, which is the tighter of the two, with the ordering asserted so the test
cannot pass if that ever stops being true.

* fix(chart): no SWIM key in the invite policy under Local membership
normalize clears hubSite.swimKeySecretName under Local, because a Local install
creates no SWIM key. The invite policy then defaulted the name back to
grid-swim-key in both the projection and its fromSecret, so the delivered policy
required a Secret that install never creates and could not come compliant.
The object-template is omitted when the name is empty, which is what normalize
already says, rather than reading membership.source again here: one source for
that decision.
Both halves are asserted, because either alone would still fail the policy. The
Local test refuses a fourth object-template and refuses the word anywhere in the
document, which covers the fromSecret as well as the projection. Reinstating the
default makes that test fail, which I checked rather than assuming.

* refactor(operator): the silence check is its own function
Adding it inline took serve_signals_connection past the cognitive complexity
clippy allows, which the workspace denies. The wait is one decision with one
answer, so it reads better named: spoke_in_time says what it means and leaves
the connection lifecycle to the function that owns it. False covers shutdown
too, where the caller stops for its own reasons.

* test(e2e): a kind leg for records delivered from outside the grid
Local membership rests on something outside the grid delivering every site's
GridSite records. Nothing proved the grid's side of that on a pull request.
The leg runs two clusters, each a site whose operator config carries a name
alone, applies the same records to both the way a hub delivers them, and asserts
what the mode claims: each site holds a valid identity, no cluster runs
grid-enrollment, no operator config names a signer, no SWIM Service renders, and
each site reaches the other's signals and accepts its catalog.
It signs the two leaves itself by default rather than installing cert-manager,
so it needs nothing beyond this branch and runs in CI as it stands.
IDENTITY=certmanager keeps the cert-manager path for the branch that carries
identity.source, and refuses by name where that value is absent.
The leg applies the records rather than running Open Cluster Management, and the
job name and the step say so: it tests the contract, not the delivery. A leg that
runs OCM is a separate and much slower thing.

Summary
