feat: sign state gossip with site certificates - #430
Wires the signing primitives from #97 into the operator, which #75 left open: the signing key is the P-256 key of the enrolled site
certificate.
Note: for convenience, the PR has been split in a few commits, to help with reviewing. The PR can be further broken down into 2 PRs if helpful.
What
GridNetwork.spec.peerTrust.signedState: off | enforce, default off. Under off, state gossips unsigned and unverified, as before.
Under enforce:
each site signs its grid-scoped broadcasts with its site certificate key;
receivers verify each peer GridSite certificate against the Grid CA and
the trust mode (pin or spiffe), then pin its P-256 key per (grid, site);
state from an unpinned or badly signed origin is rejected;
each reconcile publishes a certificate-only bootstrap, so late joiners can
verify and pin a peer before trusting its state.
An unreadable Grid CA keeps the installed pins and does not fail the
reconcile.
Deleting a GridNetwork publishes a signed withdrawal, then drops that
grid's signer and pins. A site without a signer completes the withdrawal
locally.
Set enforce at every site together: an enforcing site refuses state from
peers still at off. A grid without spec.tls Secrets has no signer.
Known limitations
Rotating a site certificate key under enforce locks the site out
(spiffe renewal, pin reissue). Tracked in . Documented.
Trust state is not fully grid-scoped: eviction is origin-wide, and a site
in an enforce grid and an off grid has its off-grid state rejected.
Tracked in .
Sites with self-signed, per-site CAs cannot verify each other under enforce.
Unit: swim (signature gate, scoped pins, strict grids, relax), operator
(gate, bootstrap publication, CA failure, withdrawal with and without
signer, deletion relax, key validation, addresses under a strict grid).
Charts: helm-unittest for both charts.
make lint, make doc, make crds-check.
E2e: new kind-hub-site (pin, signed state) leg. Both operators sign
and publish their addresses; the hub refuses the site's state once it
stops signing. Passing on the fork, with the existing legs: https://github.com/evacchi/grid/actions/runs/39977755986 (publish
fails there only because a fork cannot push to ghcr.io/praxis-proxy).
Unrelated: provider_metrics timing tests and a_stalled_reader_is_dropped_at_the_write_timeout fail on this machine
without this change too.
Summary by CodeRabbit
New Features
Added optional signed-state enforcement for grid gossip. When enabled, sites sign state updates with a verified identity and reject unsigned peer state; enforcement is off by default.
Added configuration through GridNetwork resources and Helm charts. Sites in a grid should enable enforcement together; certificate-only bootstrap remains available to establish peer identity.
Documentation
Added guidance on signed-state trust, certificate validation, bootstrap behavior, and enforcement requirements.
Testing
Expanded end-to-end checks for signed state, unsigned-state rejection, and gateway connectivity under enforcement.
GridNetwork configuration now supports signed-state enforcement. The operator validates site identities and applies grid-scoped signing and peer trust to SWIM broadcasts. Helm and end-to-end coverage exercise enforcement. Test polling and drain observation also change.
The GridNetwork API and schemas add peerTrust.signedState, with off as the default and enforce as the alternative. Helm charts render the setting alongside peer-trust mode.
SWIM adds P-256 public-key derivation, signing, and verification. The default build uses ring; FIPS builds use OpenSSL.
Grid-scoped trust and admission crates/swim/src/state_broadcast.rs, crates/swim/src/node.rs
SWIM adds grid-scoped pins and strict-grid admission. It supports certificate-only bootstrap and clears retained origin state when pin changes require eviction.
Runtime trust updates and signed broadcasts crates/operator/src/swim_runtime.rs
The runtime applies per-grid trust snapshots and signs scoped broadcasts, retained state, and withdrawals. Signing failures prevent network publication of affected broadcasts.
Certificate validation and reconciliation crates/operator/src/controller/grid_network.rs, crates/operator/src/resources/test_doubles.rs
The controller validates local and peer certificate identities, applies trust according to the configured mode, and removes grid trust after successful withdrawal. Provider tool-budget fitting accounts for the maximum signed payload.
The hub-site test can enable enforcement and check signed-state acceptance and unsigned-state rejection. The documentation describes configuration, certificate validation, bootstrap, and signed-state behavior.
The drain watcher now uses EndpointSlice events and pod state. Self-tests cover ready, unavailable, terminating, and deleted endpoints.
Test polling and endpoint fixtures crates/operator/tests/status_conformance/provider.rs, crates/operator/src/resources/provider_metrics.rs, crates/operator/src/signals.rs, crates/fleet-dashboard/src/collector/fleet.rs, crates/operator/src/resources/test_doubles.rs
Provider status polling uses a semaphore and a longer interval. The bounded scrape timeout, signal-test delay, dashboard test endpoint, and Kubernetes mock lookup are also updated.

Protect origins that have a grid-scoped pin from capacity eviction.
The make_room_for doc comment says it never evicts a pinned origin. The check on lines 1548-1551 reads only the legacy pin, trust_store.get(origin). An origin that has only a (grid, site) scoped pin looks unpinned, so it can be evicted first.
Eviction also drops that origin's revision watermarks. A validly signed broadcast from the freshness window can then be replayed. An attacker with the SWIM key can create the pressure by sending certificate-only bootstraps, which a strict grid admits without a pin.

Update the pinned-origin check in make_room_for to also use has_scoped_pin, so
origins with a grid-scoped pin are not selected for capacity eviction; retain
the existing legacy-pin check.
⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Remove the grep -q pipeline tail. It can fail under pipefail even when the line matches.
The comment at Line 666 says the log text is captured first to avoid SIGPIPE under pipefail. The chain grep | grep | grep -q brings the problem back. The final grep -q exits at its first match. The middle grep can then take SIGPIPE (exit 141) if it still has output to write. pipefail reports that as a failure, so a log with many rejection lines can make eventually time out although the rejection occurred.
Use a single pass instead.

Close signed-state admission before startup peer traffic.
GridTrust::default() starts with no enforced grids, so inbound UDP reaches node.handle_data without signed-state enforcement. set_grid_trust_snapshot only queues GridTrustUpdate::Enforce, and the event loop can process the socket branch first. Apply the enforcement policy before the runtime accepts peer state, including traffic reached through startup-configured seeds.

Clear local state when an unsigned withdrawal completes.
When trust.sign fails, the Err arm only logs. The code then calls publish_state, removes the retained broadcast, and resolves the withdrawal waiters. relax_signed_grid does not clear retained origin state, so the local snapshot can still contain this site’s provider state when deletion completes.
Clear the withdrawn grid’s own-origin state before resolving the waiter. If the runtime clears that state elsewhere, update the withdraw_scope documentation to describe the no-signer path accurately.

select the allowed keys by a stable policy rather than `GridSite` iteration
order. Ensure the excess keys do not cause the origin pin to be removed and the
peer to be excluded.

Two suggestions from reviewing signed-state admission and withdrawal acknowledgement at daed3bdf. These are source-level findings; the proposed failure scenarios have not been exercised in a local reproduction. A substantial change outside this PR can be handled in an explicit follow-up, with the interim limitation documented.

Part of #179. Pre-requisite to gossip the models.
Wires the signing primitives from #97 into the operator, which
#75 left open: the signing key is the P-256 key of the enrolled site
certificate.
Note: for convenience, the PR has been split in a few commits, to help with reviewing. The PR can be further broken down into 2 PRs if helpful.
