eventcollector: prevent syncpoint and redo memory starvation (#6549) - #6821
3290872a: all rounds progressed; 10-min quiet observation and CRC 512/512 passed
Each combined round checks checkpoint, persisted syncpoint and durable redo against its target. A separate stricter master run timed out at 30 minutes, but redo errors restarted dispatchers after ~27 minutes; this is not uninterrupted-stall proof. Results predate merge head 4507eca0.
Questions
Will it cause performance regression or break compatibility?
Inspection/replay adds work; no wire/configuration changes.
Do you need to update user documentation, design documentation or monitoring documentation?
Design documentation updated.
Release note
Fix replication stalls caused by exhausted collector memory while waiting for syncpoints or redo watermarks.
Summary by CodeRabbit
Bug Fixes
Reduced memory pressure from stalled event processing by reclaiming eligible pending data while preserving recovery and control events.
Prevented dispatchers from scanning when sync-point or redo progress is blocked, helping avoid wasted work and allowing scanning to resume when waits clear.
Improved memory accounting and quota handling during reclamation.

This change adds periodic memory-pressure checks and owner-queue reclamation for blocked EventCollector paths. It also sets dispatcher scan quota to zero during sync-point or redo waits and makes the event broker skip scans when that quota is zero.
Changes: EventCollector backpressure and reclamation

Summary
Memory-pressure contracts and detection docs/design/*, utils/dynstream/interfaces.go, utils/dynstream/memory_control.go, utils/dynstream/stream.go, utils/dynstream/parallel_dynamic_stream.go, utils/dynstream/reclamation_test.go
The dynamic-stream API adds release callbacks and pressure checks. Memory control checks eligible EventCollector areas above the usage threshold after a period without size decrease.
Owner-queue reclamation and accounting utils/dynstream/event_queue.go, utils/dynstream/stream.go, utils/dynstream/memory_control_test.go, utils/dynstream/reclamation_test.go
Release requests are queued for owner-loop processing. Reclamation replaces eligible events with recovery events, retains control events, and updates pending-memory accounting.
Dispatchers pause ordinary scans during sync-point waits and pause redo scans when a cached batch requires a timestamp beyond redoGlobalTs. Tests cover pause transitions, callbacks, and concurrent removal.
EventCollector pressure and per-dispatcher quota downstreamadapter/eventcollector/*, logservice/logpuller/*_test.go
The periodic loop checks both streams for memory pressure. The EventCollector validates release feedback and reports zero available quota for paused ordinary dispatchers. Tests cover quota isolation and reclamation.
The event broker skips scanning when dispatcher quota is zero, before rate limiting and quota reservation. The change also adds scan-delay failpoint helpers and a quota test.
pingcap/ticdc#6549: The pull request is described as the main PR that this change cherry-picks; both address sync-point and redo memory starvation with scan backpressure and EventCollector reclamation.
This head cannot build. After resolving compilation failures, scan recovery and memory-accounting defects still need correction to prevent stalled replication and incorrect shared quotas. Do not merge yet.

A rabbit checks the queues at dawn, And finds old bytes have hopped along. Recovery markers stay in place, While waiting scans slow their pace. When barriers lift, the paths resume, And carrots pass through with more room.
The dispatcher starts at 300, but its resolved timestamp is 102. The scan exits before the zero-quota gate, so the test can pass if the gate moves below rate limiting or is removed.

Retry scans when dispatcher quota recovers.
If a scan returns at zero quota and no queued data was reclaimed, Wake does not reset the dispatcher. Positive quota alone does not schedule another scan. If upstream resolved timestamps stop advancing, pending events can remain stalled. Schedule a retry on quota recovery, including when the update races with scan completion.

Reconcile removed-path memory on the queue owner.
RemovePath deducts queued bytes before the owner drains them. If removal overlaps reclamation, both can deduct the same bytes, corrupting the area's quota. Synchronize removal and owner accounting so each byte is deducted once. The new retained-accounting test also expects those bytes to remain charged.

When pressure converts a droppable event to a recovery marker, both branches enqueue the marker and return before updating path.pendingSize or totalPendingSize. Later removal subtracts the marker size, so memory accounting undercounts retained markers. Update both counters after each replacement PushBack.

This is an automated cherry-pick of #6549
What problem does this PR solve?
Issue Number: close #4605
Fast dispatchers waiting for syncpoints or redo can exhaust shared memory, preventing lagging dispatchers from advancing the dependency.
What is changed and how it works?
Shared quota reflects actual memory. Owner-controlled accounting, nonblocking requests and identity checks protect reclamation.
