📐 Maintainability & Code Quality | 🟡 Minor | ⚡ Quick win
Measure the scan-admission wait across all loop iterations.
waitStart resets on every loop iteration. A memory-blocked worker can wake from c.notify while the quota is still paused. Two examples are a new submit and a released slot from a high-priority request. Each wake-up records one short observation and starts a new interval. Under memory pressure, new region submissions are frequent. As a result, ticdc_log_puller_memory_quota_scan_wait_duration records many fragments instead of the time until admission. The average and P99 panels then understate the real admission delay.
Record the start time once, when the request first blocks on memory. Observe the duration once, when the request is admitted or pop exits. Keep the scanWaiters increment and decrement for each iteration as they are.

🚀 Performance & Scalability | 🟡 Minor | ⚡ Quick win
Avoid a Warn log for every event dropped on path removal.
RemovePath now reports every queued event through OnDrop, via releasePath(path, true), dropBatchIfPathRemoved and the removed case in handleLoop. Each call reaches the log.Warn("drop region event", ...) below. Removing a subscription that has a large backlog therefore writes one Warn line per queued event. The write happens on the dynstream handle goroutine. Path removal is a normal lifecycle step, so these drops are expected. Log them at Debug level when state.region.subscribedSpan.stopped is set. Keep the Warn level for missing-path drops.
