Python 3.15.0 was released on 2026-10-09. Repositories that set
requires-python = ">=3.15" currently fail in the updater with
tool_version_not_supported, because 3.15 is missing from the list of
pre-installed Python versions.

This mirrors dependabot#13321 (the equivalent bump for 3.14):

- add 3.15.0 to PRE_INSTALLED_PYTHON_VERSIONS_RAW
- build it in python/Dockerfile and uv/Dockerfile, and make it the
  default pyenv global version
- tar the previous default (3.14) like the other non-default versions
- bump the ecosystem_versions spec to expect a max of 3.15
- point both READMEs at the file that actually holds the version list:
  language_version_manager.rb reads PRE_INSTALLED_PYTHON_VERSIONS but
does not define it, language.rb defines it

Blocked on docker-library/python#1134: docker.io/library/python:3.15.0-bookworm
is not published yet, so the image build cannot succeed until it lands.
