Summary

Records each enrollment as a CertificateSigningRequest on the hub, and adds docs/architecture/enrollment.md, the enrollment flow with trust boundaries, failure modes and the CertificateSigningRequest adoption in three steps, of which this PR ships the first.

What changed

  • enrollment: after the issuing transaction commits, and off the request path, the service creates a request under the configured signer name from the site's PKCS#10, approves it with reason InviteRedeemed and completes it with the issued certificate. A failed record is logged; the certificate stands. A request body must now be exactly one PEM block and a request, on both backends.
  • chart: filing and approving roles scoped to the signer name, two ValidatingAdmissionPolicies (only the service files under the signer name; the service touches no other signer), values enrollment.csrRecord, tests.
  • e2e: the record, the policy against other identities, and the service's confinement, under kube authz; no record under local.
  • docs: docs/architecture/enrollment.md, new; docs/installation/enrollment.md gains the record section.

Notes

Manual approval and renewal records are the next two steps and are described as planned. The policies need Kubernetes 1.30; on an older cluster the record is turned off.

Summary by CodeRabbit

  • New Features
    • Kubernetes-authorized enrollment can record issued certificates as certificate signing requests after issuance, without delaying enrollment. Recording can be disabled, and the signer name is configurable.
    • Signer-scoped permissions and admission policies restrict which services can create and manage requests.
  • Bug Fixes
    • Malformed requests, bundles, and multiple certificate requests are rejected; the legacy request label remains supported.
  • Documentation
    • Added guidance on enrollment records, retention, permissions, and Kubernetes version requirements.
    • Added an architecture guide covering enrollment flows, trust boundaries, and renewal.

The enrollment service can asynchronously record issued enrollment certificates as Kubernetes CertificateSigningRequest resources. The chart configures signer-scoped access and admission policies. The changes also validate CSR PEM input and document and test the recording flow.

Changes

Enrollment CSR recording

Layer / File(s) Summary
CSR PEM validation
certs/src/enroll.rs, enrollment/src/record.rs
CSR verification and record construction accept exactly one PEM request block with either supported label. Tests cover the legacy label and reject bundled or malformed input.
CSR record operations
enrollment/src/record.rs
The recorder checks Kubernetes access, creates a CSR, approves it, and writes the issued certificate. It runs asynchronously with a deadline. Tests cover request order, patches, and failures.
Enrollment service integration
enrollment/Cargo.toml, enrollment/src/api.rs, enrollment/src/authz.rs, enrollment/src/main.rs, enrollment/src/store.rs, enrollment/src/lib.rs, enrollment/src/invite/tests.rs, enrollment/src/store/lifecycle_model.rs, enrollment/tests/*
The service configures an optional recorder and starts recording after issuance. Issued-certificate data includes the site name. Feature setup and test initializers support the new state and configuration.
Chart configuration and Kubernetes controls
charts/grid-enrollment/values.yaml, charts/grid-enrollment/values.schema.json, charts/grid-enrollment/templates/enrollment/*, charts/grid-enrollment/tests/csr_record_test.yaml
The chart adds CSR-record settings, signer-scoped RBAC, and fail-closed admission policies. Tests check resource rendering, configuration, and policy requirements.
Enrollment documentation and end-to-end checks
charts/grid-enrollment/README.md, docs/README.md, docs/architecture/enrollment.md, docs/installation/enrollment.md, scripts/e2e-enrollment.sh
Documentation describes enrollment, renewal, CSR records, permissions, and retention. The end-to-end script checks recorded CSRs, certificate contents, admission restrictions, and local-authorization behavior.

Merge Risk: ⚪ Minimal · up to 2ba97

The enrollment CSR recording change looks ready to merge. The earlier documentation and e2e test concerns appear to be addressed at the current head.

Security Architecture Review

Security architecture risk: 🔵 Low · up to 2ba97

The new recording privileges are constrained by signer-specific permissions and mandatory admission policies. Recording failures do not change issued identities. The main demonstrated design risk is deployment compatibility: older supported clusters require recording to be explicitly disabled. Live rollout ordering and the behavior of any independent controller using the configured signer remain unverified.

Retained concerns

  • Low · architecture · inferred: The chart declares Kubernetes 1.26 and later support but enables CSR recording by default and unconditionally renders admission resources requiring Kubernetes 1.30. Installation or upgrade on 1.26–1.29 therefore requires an explicit recording-disabled override. Documentation supplies that workaround, but the optional recording feature introduces a new deployment compatibility dependency rather than automatically remaining off on older clusters. This is a rollout compatibility concern, not a demonstrated authorization bypass.
Security review details

Security Blast Radius

  • observed — Enrollment site names, public keys, requests, and certificates become visible through cluster-scoped CSR records to principals permitted to read them, expanding visibility beyond the enrollment database. The new service authority targets the configured signer, while CSR creation itself requires admission confinement because its RBAC grant is cluster-wide.

Trust Boundaries and Controls

  • observed — The chart restricts approve and sign verbs to the configured signer. One admission policy denies other identities creating requests under that signer; another confines the enrollment service's CSR, approval, and status writes to it. Both use failurePolicy Fail and Deny bindings. These identity controls do not distinguish a legitimate process from an attacker already able to act as its service account.
  • inferred — An invite holder controls the submitted CSR but not the recorder's signer configuration or trusted grid identity. Approval precedes certificate completion, so any independently deployed controller consuming the same signer would need an explicit compatibility contract. The available evidence does not establish such a controller or demonstrate unauthorized downstream issuance.

Resilience and Maintainability Implications

  • observed — Refusing existing-name adoption limits accidental mutation of unrelated records, but subsequent patches address the object by name without UID or resourceVersion preconditions. No replacement-object attack is demonstrated. Recording failures remain isolated from certificate issuance, and the documented durable trail depends on the separate enrollment record and appropriately configured persistent audit logging.

Hardening Proposals

  • proposed — Add an explicit Kubernetes API-availability preflight for recording, and define rollout and rollback ordering that preserves admission confinement while CSR authority is granted. This would make the deployment requirements enforceable without weakening the existing mandatory-policy guard.
  • proposed — Document a dedicated record-only signer contract and an operational procedure for partial records. If recovery or reconciliation is later added, verify object identity, original request, pinned site, and certificate association before adopting or patching an existing CSR.

Review comments at @charts/grid-enrollment/README.md:
- Line 85: Update the prerequisites in the README to state that the default
installation requires Kubernetes 1.30 because the default `authz=kube`
configuration enables ValidatingAdmissionPolicies. Document
`enrollment.csrRecord.enabled=false` as the override for older clusters.
- Line 83: Update the `enrollment.csrRecord.enabled` README entry to qualify
audit retention: retaining CSR and certificate contents requires Request or
RequestResponse auditing and a persistent backend with suitable retention.
Clarify that the service enrollment record stores state and digests, and that
`false` disables only the Kubernetes CSR record.

Review comments at @scripts/e2e-enrollment.sh:
- Line 262: Update the local-authz CSR absence check in the enrollment flow to
poll for the CSR throughout a bounded window that covers RECORD_DEADLINE, and
fail if it appears at any point; pass only after the full window ends without
finding it.

The openssl backend skips non-request blocks, so a body that bundled a
private key with the request was accepted. Both backends now refuse
anything but one request block before parsing it.

After the issuing transaction commits, and off the request path, the
service creates a request under the configured signer name from the
site's PKCS#10, approves it with reason InviteRedeemed and completes it
with the issued certificate. The record never gates issue: a failed
record is logged by call and code, and the certificate stands.

The chart grants filing and approving as separate roles scoped to the
signer name, installs two admission policies so that only the service
files under that name and the service touches no other signer, and
requires them while the record is on. The e2e proves the record, the
policy against other identities, and the service's confinement.

LGTM, left a couple of nits the clanker flagged :shipit:

Summary on them:

  • The first asks what happens if Grid approves a CSR but cannot attach the certificate. The record may remain there indefinitely.
  • The second asks what happens if the service shuts down while that recording task is still running. The task may stop partway through.
