@leseb, here's a second attempt at this. I tried keeping the scope limited to #1475, but there's quite a lot of necessary crossover with other issues in the epic, some of which arose from P1 findings in agent reviews. I'll be gone for 1 week from tomorrow. Please feel free to drive this to completion, or I can continue when I return. Thanks! |

5119-5128: 🎯 Functional Correctness | 🟡 Minor | ⚡ Quick winThis test does not exercise
max_retained_bytes. Its 413 most likely comes from the request body-size limit.
agentic_clientusesagentic-loop.yaml, which setsmax_retained_bytes: 67108864(64 MiB). The test sends an input of 8 MiB + 1. The four retained copies (request_body,input,messages,persisted_messages) total about 32 MiB, which is below 64 MiB. The aggregate budget therefore cannot be the source of this 413. The status probably comes from the framework JSON body cap (MAX_JSON_BODY_BYTES). The test would still pass if the retained-budget code were deleted. The docstring claims that "The configured loop limit is enforced". The repository has no assertion that supports this claim.
Required changes:
- Lower the budget in a dedicated config, or assert the budget-specific error text (
max_retained_bytes). The earlier review comment also asked for this text.- Otherwise, rename the test and fix its docstring so it describes the body-size limit.
- Add an assert message to each new assertion in this block. The path instructions require: "Put an invariant's explanation in the assert message".
Proposed assertion
- assert exc_info.value.status_code == 413 + assert exc_info.value.status_code == 413, exc_info.value.response.text + assert "max_retained_bytes" in exc_info.value.response.text, ( + "the 413 must come from the aggregate retained budget, not the body-size cap" + )🤖 Prompt for AI Agents

🩺 Stability & Availability | 🟡 Minor | ⚡ Quick winInclude
ResponseRecord::modelin the in-memory bound before cloning.The in-memory
get_response_boundedcheck counts only the three JSON fields, then clones the fullResponseRecord. For example, a record withmodel = "m".repeat(4097), empty JSON fields, andmax_bytes = 4096passes the check and returns a record larger than the limit. The reachable rehydration path uses this bounded read whenAgenticBudgetPolicyis present, so the in-memory backend can materialize an over-limit response. admit_retained_payload_budgetbuilds its own SSE rejection. Whenencode_local_errorreturnsNone, the code still returns HTTP 200 withtext/event-stream, but the body is empty. budget_error::retained_payload_budget_rejectionhandles the same case withencode_retained_payload_error(ctx)as a fallback. It also decides "committed" fromObservedResponsesSseinstead of from the requeststreamflag. The two copies already behave differently.Replace the local 413/SSE/502 branches with

Introduce a checked retained-payload budget for the OpenAI Responses pipeline so a single request cannot accumulate unbounded retained bytes across admission, agentic rounds, MCP discovery/dispatch, file-search fan-out, compaction, and conversation append-back. - Establish checked payload accounting and transactional store budget primitives with bounded reads. - Admit the first agentic slice and plain create requests under a SimpleBudget carried through ResponsesState across IRR steps. - Reject budgeted MCP discovery and file/compaction callouts before the callout is issued; keep reservations through session cleanup and route deferred discovery failures through the loop owner. - Stop file-search fan-out after retained budget overflow and account Chat streaming conversion in the budget. - Fail bounded conversation append before response persistence and accept the canonical streamed terminal for budgeted append. - Cap and enforce streamed MCP callout chunk sizes before parsing. Signed-off-by: Sébastien Han <seb@redhat.com>
…loop The retained-payload budget charged every inference round's buffered provider body and streaming transport monotonically, so a model -> tool -> model loop accumulated allowances for rounds whose provider bodies and parser buffers were already dropped. Split the ledger into retained owners (request body, restored history, tool results, and the output kept in accumulated_output) and a round-local charge for the current round's buffered body, raw SSE transport, and parsed frames. The loop retains only the surviving output and releases the round-local charge at each round boundary, so repeated modest rounds reuse the freed headroom while retained history and output still accumulate toward the limit. The budget no longer resets after a model reply. Admission still precedes allocations and callouts, and exhaustion keeps its existing 413 / 502 / terminal-SSE-error behavior across Store and non-Store requests, aborted rounds, and a later loop instance lowering the limit. Signed-off-by: Sébastien Han <seb@redhat.com>
… filter rename Four retained-payload budget integration tests patched the example configs through anchors that referenced filter names that no longer exist: `openai_responses_validate` and `openai_responses_format` were folded into `openai_responses_request`, and the Chat-translation helper anchored on the unprefixed `responses_to_chat_completions`. Each patch silently no-op'd, so the model-rewrite and prompt-enrich tests asserted on an unmodified config and the budgeted-Chat helper never inserted `openai_agentic_loop` -- a loop-less Responses request then returned 500 instead of the expected 413. Retarget the anchors at the current filters: insert `openai_responses_model_rewrite` before the managed `openai_responses_request` (where the example documents aliasing), `prompt_enrich` before Responses parsing, and the budgeted loop before `openai_responses_to_chat_completions`. Each patch now asserts it matched. Signed-off-by: Sébastien Han <seb@redhat.com>
…ndex the guide Expand docs/architecture/responses-retained-payload.md with the retained vs round-local lifetime model and a two-round worked example, refresh the agentic-loop example's budget comment, and add the guide to the docs indexes and related architecture references. Signed-off-by: Sébastien Han <seb@redhat.com>
…d-local lifetime Update the AgenticLoopConfig doc comment and its regenerated openai_agentic_loop filter doc to describe per-round (not cumulative) buffered output charging and the 256x restored-history reserve, and refine the retained-payload architecture guide to match. Signed-off-by: Sébastien Han <seb@redhat.com>
Rebasing the retained-payload budget feature onto the MCP metadata-trust admission work (praxis-proxy#1724) combined both sets of fields and logic in two hot functions, pushing them past clippy thresholds: - on_response_body now moves a larger owned ResponsesState into the pipeline extensions, tripping large_stack_frames. - execute_pending_calls threads the admission decisions alongside the transport budget, tripping too_many_lines. Extend the existing expect attributes to cover the newly triggered lints; no behavior change. Signed-off-by: Sébastien Han <seb@redhat.com>
…rge_stack_frames The admission/budget merge added #[expect(clippy::large_stack_frames)] to on_response_body. That lint is target- and feature-sensitive: it fires on macOS arm64 under the full feature set but not on Linux x86_64 under the lean per-group clippy the store-feature matrix runs, so the expectation was unfulfilled there and failed the build with -D warnings. Follow the handle_agentic_request_body precedent instead: funnel the three terminal outcomes (incomplete, mixed-ownership, dispatcher failure) through one #[inline(never)] dispatcher so the frame keeps a single by-value ResponsesState move-slot, and mark the terminal helpers #[inline(never)] so their locals stay off the frame. The frame drops below clippy.toml's stack-size-threshold on every target, so large_stack_frames no longer fires anywhere and the expectation is removed; only the platform-independent too_many_lines expectation remains. Signed-off-by: Sébastien Han <seb@redhat.com>
…minal docs on_response_body is a trait-impl method, so a [`on_response_body`] intra-doc link is unresolvable and fails rustdoc under -D warnings. Reference it as a plain code span; the free-function links (finish_response_failure) still resolve. Signed-off-by: Sébastien Han <seb@redhat.com>
The instrumented coverage run was cancelled at the 30-minute job timeout while still executing the example-test suite; coverage instrumentation runs tests ~2-3x slower and the suite has grown. Raise the limit to 45 minutes, matching the repository's heavier test tiers, so the gate completes instead of being cancelled. Signed-off-by: Sébastien Han <seb@redhat.com>
openai_agentic_loop installs the agentic retained-payload budget policy as a pipeline extension, and the budget filters (openai_mcp_tool_resolve discovery, openai_agentic_loop) fail closed when that policy is present but no managed owner minted the budget-bearing ResponsesState. The guardrails example only ran a facts-only classifier, so a streamed MCP request was rejected before the model dial (413/500); the test's model mock then never returned and its join blocked, hanging the coverage and test-integration jobs. Add the managed openai_responses_request owner (as agentic-loop.yaml already does) so the budget-bearing state exists before MCP discovery and the loop, satisfying the budget invariant without weakening the fail-closed checks. Signed-off-by: Sébastien Han <seb@redhat.com>
…ly-return The budgeted no-dispatch early-return in openai_mcp_dispatch.on_request_body skips binding the ambient owner/credential/forwarded-header context onto the MCP tool map. For a connector-backed tool that is fine for direct dispatch, but a floor-forced approval mints its target fingerprint in the response phase from the tool-map entry, while resume rebinds that context before recomputing the fingerprint. Taking the early-return left the grant-time entry unbound and the resume-time entry bound, so the fingerprints never matched and the approved connector follow-up failed with 400 'granted for a different target'. Keep the early-return for non-connector rounds, but fall through to the bind when the tool map holds any connector entry so grant and resume fingerprint the same bound target. Do not report an oversized JSON-RPC error body as ResponseTooLarge.
The non-2xx branches have a documented rule: an oversized or unparseable error body falls back to the HTTP status and records no size signal. The new admit_json_parse / admit_json_parse_charge calls break this rule. On a budgeted session, a 500 response with a structurally large JSON body now records TransportSignal::ResponseTooLarge and returns McpTransportError::ResponseTooLarge. The caller then receives a 413-class error, but the real cause is an upstream 5xx.
Skip the JSON-RPC error parse when the charge exceeds the limit. Do not record a signal. Then fall through to the HTTP {status} error.

Return a server error when a budgeted pipeline has no admitted state.
If AgenticBudgetPolicy is present but ResponsesState.simple_budget is absent, the pipeline is misordered. For example, openai_doc_extract runs before openai_responses_request initializes state. The client cannot fix that, but this branch returns 400 invalid_request_error. openai_responses_compact returns 500 server_error for the same missing-budget condition (Line 610-616 in compact/mod.rs). Use 500 server_error so operators see a configuration fault. This also keeps the two filters consistent.

Charge only history items that lowering actually rewrites.
is_typed_client_tool_history matches every function_call. lower_history_items (Line 2366-2369) lowers a function_call only when it has a non-empty namespace. A budgeted request with plain function tools and plain function_call history therefore enters reserve_client_tool_lowering, even though lowering rewrites nothing.
The charge is large. retained_value_charge reserves bytes * 32 + nodes * 8192, and LOWERING_ITEM_RESERVE adds 2,048 bytes. A minimal function_call item has about nine JSON nodes, so the charge is about 78 KB per item. With the default 64 MiB budget, about 850 plain calls exhaust the budget. A 4 MiB budget allows about 50. Because has_typed_history is true, the whole plain tools array is also charged as canonical_tools. The request then fails with 413 even though nothing is copied.
Match the predicate to lower_history_items:
- Count
function_callonly whennamespaceis a non-empty string. - Count
shell_callandtool_search_callonly whenis_client_executed_tool_callis true. - Count their outputs only when the call was lowered.

get_conversation_bounded loads and serializes the whole history before it checks the limit.
The bounded read does not prevent the allocation it is meant to block:
get_conversation_recordloads the completemetadataandmessagescolumns without a size limit.conversation_historythen streams and decodes everyitem_datarow intohistorywithout a size limit. If no items table is configured, it callsget_conversation_recorda second time.serde_json::to_vecthen allocates a full serialized copy ofmetadataand a second full copy of the reconstructedmessages. The code uses those copies only to read.len().
The PayloadTooLarge check runs only after all of these allocations. A stored conversation of any size therefore becomes fully decoded in memory, plus one serialized copy, before the request is rejected. This breaks the "admission before copies" goal of the retained-payload budget. It also differs from get_response_bounded, which filters in SQL before it fetches anything.
The unbounded path has a cost too. apis/src/openai/responses/rehydrate/mod.rs:1318-1352 (fetch_conversation) calls this method with usize::MAX. Every conversation restore now pays for the extra serialization.
Recommended fix:
- At minimum, measure with a counting writer and do not allocate.
store/src/memory.rsalready has one (json_values_fit). Move it intopraxis_ai_storeas a public helper and use it in both SQL backends. - Preferred: add a SQL size preflight before you fetch history. Inside the
REPEATABLE READtransaction thatconversation_historyalready opens, computeSUM(octet_length(item_data))over the owner-scoped items plusoctet_length(messages) + octet_length(metadata)from the conversation row. ReturnPayloadTooLargebefore any row is decoded. Keep the post-decode check as a backstop.
Reading record and history from one snapshot would also stop metadata and messages from coming from two different points in time.

SQLite has the same unbounded load in get_conversation_bounded.
This implementation has the same problem as store-backends/src/postgres.rs lines 896-905:
get_conversation_recordandconversation_historyload and decode the complete conversation without a size limit.- Two
serde_json::to_veccalls then allocate full serialized copies only to read their lengths.
Apply the same fix here:
- Replace the two
to_veccalls with a shared counting writer. - Preferably, run a
SUM(length(CAST(item_data AS BLOB)))plus conversation-column size preflight inside the history transaction before any row is decoded.

Reconcile the retained-payload budget with the experimental feature split from praxis-proxy#1718. The budget (AgenticBudgetPolicy and the budget submodule) is a Responses-level guard consumed by non-loop filters, so it stays under openai-responses, while the ephemeral agent orchestration moves into a new openai-agentic-loop-gated controller module. Budget/selection helpers used only by the loop or MCP dispatch are gated to match their callers so each opt-in feature group compiles on its own. Signed-off-by: Sébastien Han <seb@redhat.com>

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win
Use the committed SSE stream to report a mid-loop budget overflow on streamed requests.
evaluate_loop_decision calls release_completed_round for streamed rounds and for buffered rounds. On a streamed round, on_response_body skips admit_output. The round-local charge comes from admit_stream_chunk/admit_stream_frame, and retain_round_output then evaluates the retained output.
When retain_round_output fails, this helper always returns FilterAction::Reject(responses_error_rejection(502, ...)). On a "stream": true request, openai_stream_events has already committed text/event-stream and emitted the round's events. A JSON 502 rejection at that point does not match the contract. The PR and issue #1475 require "one terminal SSE error" after stream commit, with no response.completed or [DONE].
The other streaming terminals in this file check request_is_streaming(state) and call end_stream_with_error:
end_at_iteration_limitreject_mixed_ownership_roundfinish_response_failure
end_stream_with_error clears the dispatch queues, records responses.stream_error_code/responses.stream_error_message, sets responses.skip_persist, and sets action = done. finalize_logical_stream then emits the single error frame. Apply the same pattern here.
Trigger: a streamed multi-round request whose surviving output grows across rounds until output_charge * RETAINED_OUTPUT_MULTIPLIER exceeds the limit.

…ic-loop praxis-proxy#1718 made openai_agentic_loop registerable only under the experimental openai-agentic-loop feature, but the Responses retained-payload budget's pipeline validation (gated openai-responses) rejected an openai_agentic_loop entry outside a bounded IRR step regardless. With openai-agentic-loop disabled and openai-responses enabled, that placement error pre-empted the 'unknown filter' startup failure the feature-boundary test expects. Gate the placement check on openai-agentic-loop so registration reports the unknown filter when the loop is not built; the budget's IRR response-cap validation stays at openai-responses. …it (praxis-proxy#1618) Managed Responses creates materialize memory proportional to structural size (normalized input, Arc-shared working/persistence histories, persistence capture), which a byte cap misses for many-small-object inputs. The agentic retained-payload budget (praxis-proxy#1475/praxis-proxy#1483) only applies when an agentic-loop filter is configured, leaving non-agentic managed creates unbounded. Add a configurable max_input_nodes guard (depth-bounded, early-stopping, O(depth) aux, no clone) over the parsed body, enforced for every managed create before expansion and at the alternate initialization paths (rehydration, MCP state creation) so none can bypass it. Includes an example config + functional test and unit coverage for boundaries, many-small-objects, and depth. Refs praxis-proxy#1618 Signed-off-by: Sébastien Han <seb@redhat.com>
* test(responses): prove OutputAssignment rejects stale and rewritten selections (#1476) Add a focused unit test for OutputAssignment::resolve covering the stale/invalid-selection acceptance criterion: a matching current-round item resolves by borrow, while an index before round_start, a rewritten or displaced id, a changed item type, and an out-of-bounds index all fail safely without dispatching a different item. Signed-off-by: Sébastien Han <seb@redhat.com> * test(responses): add equal-sized many-small-items allocation comparison for indexed dispatch (#1476) Companion to the single-long-string allocation probe: split the same 256 KiB total payload across 256 small items and assert indexed dispatch still improves all three metrics (allocation count, cumulative bytes, peak live bytes) by avoiding the per-item accumulated and dispatch deep copies. Signed-off-by: Sébastien Han <seb@redhat.com> * test(store): prove pending-approval size query across all backends (#1478) Promote the size-only pending-approval admission probe into the shared backend contract suite so SQLite, PostgreSQL, and the in-memory double all prove it sums the matched rows' payload bytes without materializing them, counts only owner- and issuing-response-scoped matches, and treats unknown ids and an empty slice as zero. The PostgreSQL path had no prior coverage for this query. Signed-off-by: Sébastien Han <seb@redhat.com> * test(responses): prove approval-row reservation fails closed on unknowable size (#1478) The ResponseStore trait default returns usize::MAX when a backend cannot size stored approvals. Prove reserve_pending_approval_rows rejects that sentinel (saturating multiply fails closed) without spending headroom, charges 8x payload plus a per-row fixed cost for a knowable payload, rejects an ordinary over-budget payload, and passes through when no budget is configured. Signed-off-by: Sébastien Han <seb@redhat.com> * test(responses): prove over-budget approval is retryable then replay-safe (#1478) End-to-end through the dispatch filter: an over-budget approval resumption is rejected (413) without loading or consuming the durable row; a retry under a sufficient budget resumes and executes the pending call exactly once; and a third replay of the now-consumed approval is rejected (400, "already been used") with no second mcp_call. A direct consume afterwards confirms the row was spent exactly once. Signed-off-by: Sébastien Han <seb@redhat.com> * test(responses): measure combined hosted-search staging peak for many-small and few-large (#1479) Signed-off-by: Sébastien Han <seb@redhat.com> * test(responses): add committed-stream budget-overflow inference fixture (#1477) Signed-off-by: Sébastien Han <seb@redhat.com> * style(responses): satisfy rustfmt and clippy line limit across follow-up tests Format the combined hosted-search staging test, the approval retry test, and the budget-overflow example test to nightly rustfmt, and annotate the OutputAssignment resolve-rejection test with the too_many_lines expectation used for the other linear assertion tests. No behavior change. Signed-off-by: Sébastien Han <seb@redhat.com> * fix(store): bound conversation reads before decoding and without full copies `get_conversation_bounded` reconstructed the full lazy-snapshot + items history and then measured it with two `serde_json::to_vec` allocations, so an oversized conversation was fully decoded (and serialized twice over) before the byte ceiling rejected it. - Promote the in-memory counting writer to `praxis_ai_store::json_values_fit` and measure the decoded metadata + reconstructed messages against the ceiling with no serialized temporaries, in both SQL backends. - Preflight the raw stored bytes (snapshot column + item-row lengths) inside the reconstruction transaction, rejecting an oversized history with `PayloadTooLarge` before any row is decoded. - Fix the store-backends test cfg gate (`postgres` -> `_postgres`) so the rebuild bound test and its import compile under the PostgreSQL-only profile. - Prove the rehydrate read contract: a backend-contract test shows `get_conversation_bounded` reconstructs the full history while `get_conversation` returns only the lazy snapshot, and a unit test pins that a backend without a bounded read surfaces `Unavailable` rather than a silent incomplete read. Signed-off-by: Sébastien Han <seb@redhat.com> * fix(responses): emit a terminal SSE error on mid-loop retained-output overflow `release_completed_round` rejected a round-boundary retained-output overflow with a JSON 502 regardless of transport. On a streaming request the client response has already committed `text/event-stream` by the time a mid-loop round completes, so the JSON reject could not reach the client. Mirror `reject_mixed_ownership_round`/`finish_response_failure`: on a streaming request hand `openai_stream_events` one terminal SSE `error` event (no `response.completed`, no `[DONE]`) and `Continue` so finalization runs; the buffered path, which has committed nothing, still surfaces the JSON 502 envelope. Signed-off-by: Sébastien Han <seb@redhat.com> * fix(responses): charge the client-tool lowering budget only for lowered history The retained-payload reservation counted every `function_call` (and every typed tool call/output) as client-tool history, but `lower_history_items` only rewrites a namespaced `function_call`, a client-executed `shell_call`/`tool_search_call`, and outputs whose call was lowered. A budgeted request with plain function tools and many plain `function_call` history items over-reserved and could 413 against a tight budget for copies that are never created. Introduce a single `history_item_is_lowered` predicate that both the lowering pass and its budget reservation consult, so the charge can never diverge from what lowering actually rewrites. Signed-off-by: Sébastien Han <seb@redhat.com> * fix(mcp): preserve upstream HTTP status when a non-2xx error body is too large Both non-2xx arms (streaming and buffered) called `admit_json_parse`/ `admit_json_parse_charge` before parsing the JSON-RPC error, so an oversized error body recorded a size signal and returned a 413 `ResponseTooLarge` — masking the real upstream status, the opposite of the documented intent on that branch. Gate the error parse on a new non-rejecting `error_body_fits_parse_charge`: a body over the parse-charge limit is left unparsed, records no size signal, and falls through to the existing `HTTP {status}` error. Signed-off-by: Sébastien Han <seb@redhat.com> * fix(responses): return 500 when document extraction lacks budget state A configured retained-payload budget policy with no admitted Responses state is a server-side wiring failure (the managed classifier never minted the budget), not malformed client input. `openai_doc_extract` rejected it as a 400 `invalid_request_error`; surface it as a 500 `server_error` instead, mirroring `openai_agentic_loop`'s own missing-state terminal. Signed-off-by: Sébastien Han <seb@redhat.com> * fix(responses): name openai_file_search_dispatch in its stale-assignment error The stale file-search assignment terminal in `openai_file_search_dispatch` was labelled `openai_file_search_callout:`. Use the dispatch filter's own name, matching its other dispatch-failure messages. Signed-off-by: Sébastien Han <seb@redhat.com> * fix(store): preflight bounded conversation reads on item-row bytes only The in-transaction preflight counted the snapshot `messages` column alongside the item rows. For a legacy-prefix conversation that column holds `{"legacy_messages":[...]}`, whose ~20-byte wrapper is stripped during reconstruction, so the raw total over-counted the decoded size and could reject a conversation whose decoded columns fit `max_bytes` (a regression: the prior code measured only the decoded metadata + messages). The snapshot column is also already materialized by `get_conversation_record`, so counting it protected no memory. Preflight only `SUM(length(item_data))` — the not-yet-decoded item rows, whose stored compact size is a true lower bound on their decoded contribution — so the early reject never fires for a record the precise `json_values_fit` check admits, while still bounding an oversized item set before it is decoded. Add a contract boundary test asserting a ceiling equal to the decoded size admits a legacy-prefix conversation (and one byte under rejects). Signed-off-by: Sébastien Han <seb@redhat.com> * fix(responses): gate the budget-overflow-streaming example on openai-agentic-loop The functional test module was gated on `store-sqlite`, but the example declares no store and its pipeline uses `openai_agentic_loop`, which is registered only under the `openai-agentic-loop` feature; under a `store-sqlite`-only build the test compiled but could not build the pipeline. Gate it on `openai-agentic-loop` (which transitively enables `openai-responses`), matching the sibling agentic tests, and correct the example's header comment, which named the wrong feature. Signed-off-by: Sébastien Han <seb@redhat.com> * fix(responses): close retained-payload review gaps Preflight bounded conversation reads before decoding large stored records in both SQL backends, and preserve unbounded restore semantics. Correct the streaming overflow fixture so it sends and asserts the weighted over-budget frame. Tighten regression assertions and generated configuration documentation. Summary
Closes #1475 as part of #1474. The budget follows each managed Responses request across inference rounds and is shared by the filters handling that request.
max_retained_bytesis mandatory on a configured agentic loop, accepts 4 KiB through 256 MiB, and uses the smallest limit when several loop instances are reachable. The change also validatesmax_infer_itersagainst the router's 100-iteration ceiling.Admission covers buffered and streaming responses, Store and restore, compaction, file and document resolution, MCP and hosted tools, and Responses-to-Chat translation. Initial request overflow returns a Responses HTTP 413; buffered continuation overflow returns HTTP 502; overflow after stream headers commit emits one terminal SSE
error. Budget failure stops further dispatch and successful persistence. This is a charged-payload ceiling for each request, not a process RSS or concurrent-tenant admission limit. The branch includes substantial groundwork for #1476, #1477, #1478, and #1479: canonical output ownership and indexed selections, streaming terminal accounting, size-only pending-approval queries, and hosted-search/citation accounting. Those issues remain open for their remaining acceptance tests and allocation evidence. Process-wide and per-tenant admission is tracked separately in #1619.
Evidence
0.7.4; no temporary core Git patch remains.Merge Danger
Door: two-way
Blast Radius: Managed Responses requests on listeners with
openai_agentic_loop; the raw request-body clamp also applies to other routes on those listeners. The ledger reserves conservatively, so a request can be rejected before measured heap use reaches the configured ceiling. This limit does not cap aggregate process memory across concurrent requests.
