Updates Foundry Local SDK to pick up upstream fixes for Spanish on-device dictation.
Changes:
- Bumps the SDK and install-script allowance to 2.1.0.
- Updates dependency lock metadata.
- Aligns packaging tests with ONNX Runtime 1.30.0 and GenAI 0.17.1.
