…et#135840 (libs-native) All three refreshed branches were rebased onto the then-current upstream (bb9c5c8 had touched every payload file) with the net-diff gates green, force-push replaced the stale slices, and the PRs went live with the approved drafts. In flight now equals the policy cap of four.

Second N-series landing, ~10h after N1. Merge commit 345da8f is now the upstream tip itself. N8 has cleared its pre-open gate and waits for the fire confirmation.

Match the Android handling on OHOS: skip linking gcc_s, pthread and rt — the
OpenHarmony toolchain provides them through its sysroot.
Test: cross-build the CLR for openharmony-arm64 and confirm
coreclrpallinks.
