Gandalf format update exposed a bug in blocklist filtering + xCRG ranking #2909

The solution to this is already figured out. This issue is to track the implementation and tracking.

The new xCRG ranking module made by @not43s already fixes the xCRG problem. Jonathan also made a hotfix in xCRG if ITRB wants that approach instead of updating the ranking module.

The other issue is being investigated and the fix being evaluated.
