Add features/prompts covering the prompt library, versions, sharing, Langfuse prompt groups, and prompts as agent instructions (link and run permissions, resolution, failure, usage count, Langfuse switch, rollout, troubleshooting). Shorten the agents, Langfuse, and linkedInstructions config sections and link them to the new page. List the page in every features sidebar.

Summary
Add a Prompts guide for the prompt library and linked agent instructions from LibreChat-AI/LibreChat#17294. Use six screenshots and two diagrams for the main flows. Keep setup, runtime behavior, and rollout details in the configuration pages.
Replaces #898 with the same commits on an upstream branch so CI can post its bundle report.
