Misc/Brewfilechanges currently select documentation jobs without running macOS, and shared Python build requirements do not select docs. Route the affected dependency files to their consumers and recognize the current Android and Apple platform paths. Check recorded lock inputs, simple exact pins,pylockartifact hash metadata, and the bundledpipwheel. When the lockfile introduced by #30 is present, the notification check constructs the client without sending mail.
