On a fresh cache, setup-python's floating 3.x selection currently resolves to Python 3.15. The pinned cmake-format v0.6.13 hook then crashes with ValueError: Cannot use capturing groups in re.Scanner before it can format the CMake files. Select Python 3.12 so pre-commit uses a compatible interpreter consistently. Observed in the [Dev push run for the shallow-checkout PR](https://github.com/xborder/arrow- java/actions/runs/39852854073/job/120083323070): the Release Audit Tool and the other hooks passed; cmake-format failed while constructing its regular-expression scanner.
