Rebuild Python 3.11 through 3.15 images and development variants with refreshed Alpine packages, including Brotli decoder security fixes.

Python versions remain 3.11.17, 3.12.15, 3.13.17, 3.14.9 and 3.15.1.

First image revision using the new rN tag format for wodby/python. Existing published tags remain available.

This release publishes major, minor, and exact-version image tags, all starting at r0, with matching annotated Git tags.
