adding system dotfiles incrementally as i switch to a central location for git dl and install scripting for third method of deploy

dotfiles for arch. I'm in a slow (barely moving) process of updating my old dev x11 environment to wayland while fitting in a symlink system for centralized config hosting on git. 

-primarily i3 but includes the fixins for a tablet mode and compositor free mode. 
-also sports polybar and an animated fade transition while still maintaining the usage of feh (currently this is CPU only for general use case on CPU focused systems but I have an engine and graphics pipeline started for GPU offloading as well but not ready for use yet)
- window manager switching takes some finesse with lightdm
