feat(signature): write JavaScript headers and call sites - #3512
This adds codebase_rag/editing/signature_js_bind.py, the writing side, and the SignatureDialect type it fills in:
a new parameter must parse as exactly one name, or a name with a default;
the rewritten header must parse as JavaScript;
a call site is bound positionally, since JavaScript has no keyword arguments. A spread, a comment, a tagged template, more arguments than declared, or a call through .call or .apply (whose first argument is the receiver) leaves the site unmapped;
the new argument list keeps values that run code in the order they were written, or leaves the site unmapped. Names, numbers, strings, true, false, null, undefined and this may move. A default the site skips is passed as undefined, which selects the default just as an omitted argument does, and trailing skipped defaults stay out.
No user-visible change: the dialect is registered in the third PR.
Tests (codebase_rag/tests/test_signature_js_bind.py). Negative tests: spread, comment, too many arguments, tagged template, .call, .apply; values that can run code (f(), -1, x.y, a template) are not treated as inert; values that run code are never reordered; malformed new parameters (...xs, { a }, a b, a = , a, b, a) {} function g(b); a header that would not parse. Each guard was checked by removing it and watching its test fail.

New Features
JavaScript function signatures can now be updated with parameter changes, and compatible call sites are adjusted to match the new parameter order.
Omitted trailing arguments are removed. When an omitted argument comes before a supplied value, a JavaScript-compatible placeholder is used.
Calls with unsupported or unsafe argument patterns are left unchanged, and invalid or unsafe signature changes are rejected to preserve behavior.

Walkthrough
The change adds a JavaScript signature dialect. It parses parameters, validates rewritten headers, binds positional call arguments, and renders accepted call-site edits. Unsupported call shapes and unsafe argument reordering are left unmapped.

Summary
Dialect contract and JavaScript registration codebase_rag/editing/signature_spec.py, codebase_rag/editing/signature_js_bind.py
Parameter parsing and definition edits codebase_rag/constants/cli.py, codebase_rag/editing/signature_js_bind.py, codebase_rag/tests/test_signature_js_bind.py
Parameter parsing accepts one new parameter. Header edits preserve carried parameter text and refuse invalid headers, forward defaults, and reordered effectful defaults. Tests cover parameter parsing and header validation.
Call-site binding and argument rendering codebase_rag/constants/ast_js.py, codebase_rag/editing/signature_js_bind.py, codebase_rag/tests/test_signature_js_bind.py
Call-site handling rejects unsupported call shapes and unsafe argument reordering. Rendering omits trailing missing arguments and uses void 0 for missing arguments before supplied values. Tests cover binding and rendering.
