Describe the bug
intel_suspend() is not triggered in system sleep suspend.

To Reproduce

  1. Remove rt700 which does not exist on the testing laptop from kconfig
  2. Disable master and sof runtime PM status via add sof-pci-debug=1 and sdw_md_flags=0x01010101, then reboot to make it work.
  3. Enter s3 via "sudo rtcwake -m mem -s 3"
  4. Check dmesg

Reproduce rate
100%

Expected result
intel_suspend() will be triggered since runtime PM is disabled.

Actual result
intel_suspend() is not triggered
