Combines Dependabot PRs #18-#22 into one change: - Microsoft.Extensions.Hosting 10.0.13 -> 10.0.14 (Server) - Microsoft.Extensions.Logging.Abstractions 10.0.13 -> 10.0.14 (Core) - NSubstitute 5.3.0 -> 6.2.0 (Tests) - Microsoft.NET.Test.Sdk 17.14.1 -> 18.11.0 (Tests) - coverlet.collector 6.0.4 -> 10.1.0 (Tests) Dependabot updated only the bumped project's packages.lock.json, so the projects that reference Core or Server failed `restore --locked-mode` with NU1004 (#19, #20). Lock files regenerated with `dotnet restore --force-evaluate`. The three green PRs had only run against e7abcdc (163 tests); the suite now runs 378.
