Install advisory-flagged dependencies with --no-blocking on 6.x - #67

Composer 2.10 marks --no-security-blocking as deprecated and replaces it with --no-blocking. The lowest job needs it to install versions that have security advisories, so CI now passes the new option. ci.yml is regenerated with the CI generator using the same flags as before; nothing else changes.

On 6.x, the lowest job install versions that have security advisories, so CI now passes the new option..github/workflows/ci.ymlis regenerated with the CI generator using the flags the 6.x workflow already used (same matrix, same steps). The only change in the file is the option name.
