Run the Cxx interop check on every Linux version - #336

The check ran only on the newest release in the Linux list, where the check this replaces ran on every version the tests did, so a package lost its Cxx interop coverage of the older releases and the nightlies on adopting. With no `cxx_interop_swift_versions`, the check now runs on `linux_swift_versions` and is filtered by the minimum Swift version like the Linux tests.
