cmake_build.yml can't be used without copying install-cmake files into each repo #331
Description
cmake_build.yml uses a local path like ./.github/actions/install-cmake.
It causes the error when it is used in another repository without copying all files under .github/actions/install-cmake/* into the repository.

Error: Can't find 'action.yml', 'action.yaml' or 'Dockerfile' under '/home/runner/work/swift-format/swift-format/.github/actions/install-cmake'. Did you forget to run actions/checkout before running your local action?
