Support projection pushdown in DuckDB::TableFunction#1539

Split from #1123.

Add TableFunction#supports_projection_pushdown wrapping duckdb_table_function_supports_projection_pushdown.

InitInfo#column_count / InitInfo#column_index are already implemented, but without this flag DuckDB never pushes projections down, so they always report all columns.
