[Documentation]: Add subsections to ngx-cookies introduction page #304

The ngx-cookies page needs to be divided into a For business and a For developers section.

In the For business section, we explain that the cookies package is made as a quick and easy way to ensure GDPR compliant cookie handling
In the For developers section we use the existing documentation
