Description

This PR threats warnings as errors in proto files. Before we could see message but command finished with success

api/v1/alert_service.proto:10:1: warning: Import google/protobuf/timestamp.proto is unused.

now after a message we see a failure

make/protogen.mk:191: recipe for target 'github.com/stackrox/stackrox/generated/api/v1/process_listening_on_port_service.pb.go' failed

• Add --fatal_warnings flag to treat warnings as errors protocolbuffers/protobuf#8131

• CHANGELOG update is not needed

• Documentation is not needed
