Implement STACKIT Kubernetes Engine support #14

CAPSTK currently provisions VM-based clusters only. SKE support through MachinePools instead of MachineDeployments needs to be implemented.

Design and implement the managed-cluster path using Cluster API resources. Investigate existing providers that allow for selecting full selfmanaged or managed paths.
