build s390x and riscv64 binaries #1710

I'm adding step cli to the kubernetes project as our pki generator/swiss-knife tool but it doesn't support all the architectures we need.

Can you add support for s390x and riscv64? I already have an open PR for s390x from a few months thats stuck.

Why is this needed?

Add binaries for well supported golang architectures.
