Use a user's first message for voice verification #3518
Description
Voice verification currently uses a user's join date for voice verification, but if a user leaves and rejoins, they would not be able to verify until 3 days after the rejoin date. This would be solved by considering the user's first message, and considering both the first message or the current join date condition being set.

How frequently does this affect users? I'm not necessarily opposed to changing it but it seems like additional faff for little benefit (and I'm not sure users who constantly leave and rejoin the server are folks we should be immediately regranting voice perms to, it's not typical server behaviour).
