What does this PR do?
Keep agent startup focused on repository ownership and relevant architecture docs. Shorten the repeated release policy while retaining user scope, required GitHub checks and authorization. Local checks are chosen for the changed behavior and reused when already sufficient; opening a PR no longer prescribes a full typecheck. The PR skill can write a description file for multiline bodies.
How to test
AGENTS.md: it maps packages and links to relevant invariants without asking every task to read the full decision history.open-prskill: existing relevant checks can be reused, required CI remains the gate, and multiline descriptions use--body-file.git diff --checkpassed.
