The crates.io API download endpoint is rate limited, while the static.crates.io URLs are not, so prefer those for Cargo download URLs. Closes package-url#234 Signed-off-by: AKASH RAJEEV K V <akashrajeev.313@gmail.com>

The Cargo download URL currently goes through the crates.io API endpoint, which is rate limited. static.crates.io serves the same archives with no rate limit, so use that instead.
Checked both forms against live crates.io for a few packages and updated the URL expectations.
