With openshift/cluster-control-plane-machine-set-operator#368 merged, we should hopefully have all the prerequisites to proceed with this feature. I've rebased this PR to fix merge conflicts, and I have also added a new rule to only allow All or None for the ControlPlaneMachineSet resources.
