Opening two memory configuration tools at the same time fails #276

See JMRI/JMRI#13426 for background and how to recreate

The problem is that the Memory Service isn't properly queuing requests for e.g. memory configuration and address space information.

There was also a problem, visible in the Datagram Service, when a write occurred while the CDI load process was still doing its reads.
