This PR

Introduces Weaver to maintain Appendix D's telemetry mappings from a pinned OpenTelemetry registry instead of manually maintained tables.

  • Add an OpenFeature refinement of feature_flag.evaluation, using native requirement levels, OTel semantic conventions v1.44.0, and Weaver v0.28.0.
  • Generate the complete event reference, source-mapping tables, and target-version statement in Appendix D while preserving its implementation guidance. Attribute conditions, notes, and enum values generate their own footnotes without manually numbered metadata.
  • Replace the outdated error.message mapping with feature_flag.error.message, and record the upstream v1.40.0 rename in the history. Use the upstream any type for the result value.
  • Validate documentation annotations with Rego policies and check a generated effective-event snapshot so upstream changes remain reviewable even when the rendered tables do not change.
  • Add make telemetry-generate, make telemetry-check, and an availability guard for Weaver. Keep templates, tooling documentation, and the CLI version pin under tools/telemetry/.
  • Run CI only for relevant paths and have Renovate propose dependency updates without automerging them.

Notes

Scope

This is the documentation/registry phase, not an SDK-generation or runtime-validation rollout. The Make targets invoke Weaver directly; no custom wrapper scripts or maintained runtime-export/fixture checks are included. The README is focused on installation, commands, file locations, and dependency updates; the migration rationale and integration findings are collected here.

Weaver's v2 format and the upstream feature-flag event are not yet stable. Both dependencies are pinned so updates can be reviewed explicitly. The registry's schema_url identifies a registry/version; it does not mean a public artifact is already hosted there. Publication and versioning need to be settled before distributing SDK artifacts.

The workflow is path-filtered. It should not be made an unconditional required status check without an always-running gate, because skipped workflows can leave unrelated PRs waiting for a check that never runs.

Existing differences from upstream

Following Thompson's review, event semantics and source extraction are documented separately:

  • A complete generated event reference appears above Attribute Mapping, including the name, stability, requirement levels, conditions, inherited OTel descriptions and notes, examples, and known enum values.
  • Mapping tables contain only the event attribute, OpenFeature source, and OpenFeature-specific guidance. They no longer duplicate requirements or types.
  • Native requirement_level fields replace the custom recommendation annotation. Conditions and attribute notes generate footnotes in the template; manually numbered footnote metadata and its validation rules have been removed.
  • The original OpenFeature variant guidance and privacy wording are retained verbatim in native attribute notes, including the guidance to redact or omit large/sensitive values before capture. Footnote generation changes their storage and rendering, not their meaning.

Two existing Appendix D requirements are preserved in the refinement rather than represented only as documentation annotations:

  • Appendix D conditionally requires an error message whenever evaluation fails; upstream recommends one only when error.type does not sufficiently describe the error.
  • Appendix D recommends including the result value when a variant exists; upstream treats the value as opt-in.

These are intentional OpenFeature-specific requirements and are retained through native machine-readable requirement overrides, so the generated event reference and registry agree. The source-mapping annotations contain no parallel requirement model.

Effective-event snapshot

telemetry/effective-events.json is a generated review snapshot of the resolved event, including inherited requirements, condition text, notes, enum members, and OpenFeature annotations. It is not a second source of truth or a published SDK artifact, and should not be edited manually.

An upstream change can leave the tailored Markdown tables unchanged. The snapshot makes those changes visible in dependency-update PRs; make telemetry-generate updates it and make telemetry-check verifies its freshness. Weaver v0.28.0's registry diff does not expose every field-level refinement change, so it is not sufficient on its own for this review.

Design and compatibility checks performed while preparing this draft
  • Confirmed that omitted attribute refinements remain inherited. A refinement annotating only one attribute still resolved all ten attributes; unmapped attributes can render with an empty source field and upstream details.
  • Generated one event-name constant and ten attribute-name constants in TypeScript, Go, and Java using temporary templates; all three outputs compiled. Direct refinement selection produced byte-identical constants to the normalization-based experiment. These proofs establish feasibility, not compatibility with arbitrary existing SDK templates.
  • Confirmed the standard v2 codegen helpers do not include event refinements in Weaver v0.28.0, matching Weaver #1623. Templates can instead select .refinements.events directly and collect attribute-name constants from their resolved attributes. Requirements and descriptions remain signal-specific.
  • Found that live-check also indexes base events, not event refinements. Adding an unchanged import would bypass OpenFeature's requirement refinements. The resolved OpenFeature refinement must remain authoritative for downstream consumers.
  • A temporary effective-definition export preserved the refinement's requirements and produced a dependency-free package that reloaded outside the checkout with an empty HOME and blocked network access. A real SDK integration needs effective-definition materialization or upstream refinement support, rather than silently validating the base event. Runtime export templates and fixture checks are intentionally not included in this PR.
  • English conditional requirements and the distinction between log-based events and span events still require SDK-specific behavioral coverage. Documentation annotations do not enforce those behaviors automatically.
  • Confirmed registry diff missed a requirement-only refinement change. The effective-event snapshot captures requirement conditions; the complete event reference now renders them as well.
  • Checked native validation of invalid requirement levels and annotation-policy rejection of misspelled sections and legacy recommendation/footnote metadata. Without the local section policy, a typo could silently hide a mapping row.
  • Rendered the generated Markdown through GitHub's Markdown API and confirmed that all five automatic footnote references and the three nested note/enum tables render correctly.

Validation

  • make telemetry-check passes with Weaver v0.28.0.
  • Markdown lint passes for Appendix D and the telemetry tooling README; the shortened README's local links resolve.
  • renovate.json validates against Renovate's JSON schema; its extraction expressions detect the pinned versions.
  • Specification parsing leaves specification.json unchanged.
  • git diff --check passes.

Follow-up Tasks

  • Add language-specific codegen, runtime packaging, and validation alongside a concrete SDK integration, consuming the effective OpenFeature refinement rather than an unchanged upstream import.
  • Define the registry publication/versioning lifecycle before distributing artifacts to SDK repositories.

How to test

Install the Weaver version listed in tools/telemetry/weaver-version.txt, then run:

make telemetry-generate
make telemetry-check
git diff --exit-code -- specification/appendix-d-observability.md telemetry/effective-events.json

Alternatively, pass WEAVER=/path/to/weaver to make. Generation requires network access to resolve the pinned OTel registry. The check validates the registry and annotations and fails if generated Markdown or the effective-event snapshot is stale, without modifying tracked files.

Walkthrough

The pull request adds a registry definition for the OpenFeature feature-flag evaluation event, templates and generated telemetry outputs, and tooling to generate and check those outputs. A GitHub Actions workflow runs the check when relevant paths change.

Changes: Telemetry registry and tooling

Layer / File(s) Summary
Define the event and validate registry annotations
telemetry/registry/manifest.yaml, telemetry/registry/feature_flags.yaml, telemetry/registry/documentation.rego
The registry defines the feature_flag.evaluation event, its OpenFeature source mappings, and validation rules for annotation sections, fields, values, and headings.
Render documentation and event snapshots
tools/telemetry/templates/markdown/*, tools/telemetry/templates/snapshot/*, telemetry/effective-events.json, specification/appendix-d-observability.md
Weaver templates render event documentation, mapping tables, and an effective-event snapshot. The checked-in appendix includes the event definition, mappings, and history entry.
Run generation and checks
Makefile, .github/workflows/telemetry.yaml, tools/telemetry/weaver-version.txt, .gitignore, renovate.json, tools/telemetry/README.md
Make targets generate or check the appendix and snapshot. The pull-request workflow runs the check. The tooling also adds version tracking, generated-output ignore rules, Renovate configuration, and usage documentation.

What would be useful is if above the attribute mappings, we render the complete event refinement including name & requirement levels etc. For completeness we can include the description from otel making a single source of truth/reference.

This would then simplify the mapping table to eliminate the recommendation column & special footnote logic.

Thanks @thompson-tomo, this makes sense. I’ve updated the PR accordingly:

  • Render the complete resolved event above the attribute mappings, including its name, requirements, and inherited OTel descriptions and notes.
  • Express the OpenFeature-specific requirements through native requirement_level overrides instead of a separate recommendation annotation.
  • Generate footnotes from attribute conditions and notes, removing the manual footnote metadata and associated validation.
  • Rename the section to “Attribute Mapping” and keep those tables focused on OpenFeature sources and guidance.

The original OpenFeature privacy and variant guidance is preserved in native attribute notes. The registry and generated event reference now express the same OpenFeature requirements, while the mapping tables only describe how to extract the data.

What do you think about this? Does it make sense to you @thompson-tomo?

The specification doesn't have the custom error types. How could this happen?

It is not from the OpenFeature spec but from the OTEL SemConv for the error type: https://opentelemetry.io/docs/specs/semconv/registry/attributes/error/#error-attributes

It is the result of extending the official SemConv.
We could overwrite it if we really do not want to have it though. I think it is okay to have.

Thanks for the explanation.

It’s unclear when to use general versus _OTHER, as they seem very similar.
