quic: http/3 callback required if settings are received #63553
Description
Currently in http3.cc the callback OnReceiveSettingsdoes not call a js side callback.
However, this is necessary as usually settings arrive a bit later than session establishment,
and for example for webtransport is necessary that these settings have arrived before doing the extended connect.
@jasnell : If there are no objections, I would try to implement a mechanism similar to the header arrival ?

As the settings are in the logic under applications options, it would make more sense to call it generic application options changed.
