Use recorded action IDs (UUID generated) instead of agent-provided ref labels to link actions #7232

Right now, the agent can give an action an optional ref label, and later actions use it to point to that action's result
We can simplify this by using the generated action UUID; in this way, we ensure the right ordering of actions
