Removes per review feedback in PR #235: - Delete managerModelFieldsUrl.js and all deep-link URL handling - Remove Configure fields links from empty state (no permissions check) - Revert utilities.panel.js to localStorage-only tab restore - Remove ms3_order_open_model_fields_settings* lexicons (ru/en) - Keep bonus features: empty-state hints, hide Save/Cancel when no fields, OrderFormActionsBar component - Move CHANGELOG entry to Май 2026 → ✨ Добавлено without deep-link Issue #234 closed as wontfix (deep-link removed).

ms3_order_tab_info_model_fields_empty_hint,ms3_order_tab_address_model_fields_empty_hint).OrderFormActionsBar.vue.Deep-link функциональность удалена по ревью (issue #234 закрыт как wontfix).
