Reverts #1473 (88563a0), removing the experimental native DXCGC perf backend, its CLI options, native host, documentation, and dedicated tests. Also removes a later lowering-validation test case for the deleted runtime.
Validation: 420 tests passed across perf CLI, GGUF perf, boolean flags, and CLI help; git diff --check passed.
Pre-commit lint passed. The formatting hook was skipped to avoid unrelated formatting changes to existing code in the three touched Python files.
