chore: remove concurrently from development tooling - #12185
The concurrently CLI pins its transitive dependencies exactly, making dependency upgrades harder for development tooling that only needs to coordinate a few processes.
Keep the existing commands using the already-installed execa runner. Watchers run in parallel and stop together; Spector handles its own startup readiness, and validation stops the server in finally to flush coverage. No replacement dependency or custom process supervisor is added.
The lockfile drops packages used only by concurrently. Companion: Azure/typespec-azure#5713 (depends on this PR).
