MSTest.TestAdapter nuget is using wrong Microsoft.TestPlatform.AdapterUtilities.dll for net45 #980

Description

MSTest.TestAdapter 2.2.2 - 2.2.7 nuget is using netstandard20 version of Microsoft.TestPlatform.AdapterUtilities.dll for net45 framework.
Net45 support for netstandard is limited to 1.1 as far as i know - https://docs.microsoft.com/en-us/dotnet/standard/net-standard.

Steps to reproduce

Just unpack nuget and check /build/net45/Microsoft.TestPlatform.AdapterUtilities.dll in some software that will tell you what framework was used to compile library (e.g. ILSpy)

Expected behavior

use net45 version of Microsoft.TestPlatform.AdapterUtilities.dll - it is available in Microsoft.TestPlatform.AdapterUtilities nuget https://www.nuget.org/packages/Microsoft.TestPlatform.AdapterUtilities

Actual behavior

netstandard20 version is used
