Skill for containers for SQL #84
Description
Create skills for spinning up SQL server containers which can be used when docker, apple container, wslc is available.
The skill should allow provisioning of certificates, mount volumes, pass less known command line arguments, make containers work in non-root scenarios etc.
SQL has a lot of rich options for containers and could benefit from skills.

This is a great idea. We have a plugin for the Azure SQL DB container, which once this image is available for RTM will be our preferred container experience https://github.com/microsoft/microsoft-sql/tree/main/plugins/microsoft-azuresqldb-container. We will also evaluate our general container skills coverage in the microsoft-sql plugin to ensure the key tasks are covered there.
