Integrate RagSharp and implement tool-call audit plus replay #54

Problem

The control plane needs offline repo intelligence and a durable record of tool use so operators can understand what happened and why.

Scope

• Track RagSharp for code graph indexing and repo queries
• Track tool-call audit records, replay, and export behavior
• Keep the product usable offline for repo intelligence scenarios

Out of scope

• Generic session replay beyond the tool-call slice
• Provider adapter implementation details outside how they emit tool records

Implementation notes

• Use RagSharp as the preferred offline repo-intelligence layer
• Make tool-call audit records attributable and replayable
• Align with session replay and trust-control work

Definition of Done

• The issue defines how repo intelligence and tool-call replay fit the product
• The planned audit behavior is specific enough to implement later

Verification

• Review the issue against the persistence and telemetry epics
