Acceptance criteria
- The Recording settings tab appears higher in the settings navigation hierarchy.
- Settings navigation order remains clear and usable across responsive layouts.
- Add or update browser/UI test coverage for the relevant user flow.
- Solution tests pass before the issue is marked ready for user verification.
