Do not expose nubr to pre-0.9.5 npm installs.

The top-level bins list is not version-filtered. Normal shim generation ignores missing files, but lazy requests use this list to create bootstrap shims and select providers. If a pre-0.9.5 npm archive lacks nubr, invoking its bootstrap shim installs the package and then fails to resolve nubr.

Make the bin metadata version-aware, or exclude nubr from lazy/provider resolution for npm-backed versions below 0.9.5.
