queue_rules[].autoqueue is deprecated. Move the default queue rule's queue_conditions into merge_protections_settings.auto_merge_conditions, which auto-queues matching pull requests. The queue rule itself is kept so manual queuing keeps working.

The default branch ruleset requires ci-gate, and Mergify already honors
required checks from rulesets. Drop the explicit check conditions from
the queue and auto-merge conditions, including the stale per-matrix
checks left in auto_merge_conditions by #733.
