Add Dockerfile HEALTHCHECK for web terminal service #10
Description
Add a HEALTHCHECK instruction to the Dockerfile (e.g. 'curl -f http://localhost:7681/ || exit 1') so Docker can detect and restart unhealthy containers. Document rationale and provide runbook guidance for interpreting health states.
