It definitely works on desktop, and if you ask for the desktop page on the mobile browser, the formatting is applied. The issue is with the mobile version of the website.
This seems to work now in the mobile website (I'm using Chrome on Android 7.1.1), but not in the GitHub Android app.
An unrelated thing I noticed in GitHub's implementation: tab_width is not derived from indent_size or inherited from the preamble, but needs to be explicitly specified in the relevant sections. I had to do tanzislam/cryptopals@2dbaa6e15 to make it work.

Are you sure GitHub uses .editorconfig at all? Can you point to any official docs / announcement? https://stackoverflow.com/questions/33892410/editorconfig-file-in-github/
