ability to define the file size for shrunk files in PR #1632
Description
When I was reviewing a PR, a file having about 500 lines was shrunk so I needed to expand it.
Therefore I would like to be able to set the minimum file size for files displayed as shrunk in the PR view at repo level and organization level.
E.g. I want to set it to 10,000 lines.
